MINUTES OF THE SPECIAL HUGO PL(-)NNING COMMISSION MEETING <br />October 14, 1992 <br />The special meeting was called to order by Chairman Peltier at 7:00PM. <br />PRESENT: Davis, Rubenzer, Oswald, Olson, Peltier, Administrator Museus, <br />Attorney Jeff Carson, Carole LaBelle <br />ABSENT: Mezzano, Agness <br />Chairman Peltier opened the public hearing. David Schumann stated that <br />there have been a number of inspections by various governmental agencies, <br />all of which Mr. Schumann says were approved. George Atkinson, Larry <br />Hanson, representative for Dr. Bob Kieffer, Ray Olson, John George, Cheryl <br />Dunn and other residents expressed their concern regarding the approval of <br />this request. The questions of property valuation, soil and water <br />contamination and other issues were raised. <br />After a lengthy discussion the Planning Commission made the following <br />recommendation. <br />Chairman Peltier made a motion to limit the number of vehicles in the junk <br />yard area to 150, seconded by Bob Oswald. <br />AYE: Rubenzer, Olson, Oswald, Peltier <br />NAY: Davis <br />Motion passed. <br />Motion made by Rubenzer, seconded by Dan Davis, to recommend the number of <br />vehicles waiting for repair be limited to 10. <br />All aye, motion passed. <br />Chairman Peltier made a motion to recommend approval of the Special Use <br />Permit request for David Schumann to conduct auto dismantling and an auto <br />body repair shop at his residence at 7630 137th St., Hugo subject to the <br />following special conditions: <br />1. Ti..,L ii.te legal description of the proper+y that is the subjecL of this <br />permit is commonly known as Parcels 3 and 4, Schumann Land Division; <br />that the specific descriptions of Parcels 3 and 4 are attached by <br />survey. <br />2. That Schumann's are granted permission to operate a junk/auto <br />reduction business on the aforementioned Parcels 3 and 4; that the <br />storane of all autos, junk, and debris for the business must be kept <br />and contained within the area delineated on the attached site plan, <br />which is made a part of this permit; and that the Schumann's must <br />insta]l and maintain corner markers visually delineating the storage <br />site. <br />3. That thc number of vehicles on the above-described property as part of <br />the junk and auto dismantling business must not exceed 150 units in <br />number. <br />4. That the attached site plan, having been approved, and providing for <br />screening of the junk/auto reduction business from the public, is made <br />a part of this permit; that at all times, the Schumann's must maintain <br />adequate screening, by vegetation, fence or birming, of the junk/auto <br />reduction yard so that no automobiles, junk or debris contained <br />therein are visible from a public road or adjacent property. <br />
