Chairman Peltier called the regular meeting to order at 7:06PM. <br />PRESENT: Davis, Agness, Olson, Peltier, Carole LaBelle <br />ABSENT: Mezzano, Rubenzer, Oswald <br />Motion made by Davis, seconded by Olson to approve the Minutes of October <br />28, 1992. <br />A public hearing was held to consider the request of Warren and Howard <br />Arcand, and Harlee Anderson, for a Special Use Permit to construct and <br />operate an 18 -hole golf course, located at the E 1/2 of the SW 1/4 and the <br />W 1/2 of the SE 1/4, Section 32, T31N, R21W, Washington County, MN. At <br />this time, the developers seek a concept approval for their golf course. <br />Mr. George Watson, Brauer Architects, represented the developers. He <br />stated that the proposed golf course would be 5,800 yards in length, would <br />provide parking for 180 cars, a clubhouse, maintenance and storage <br />buildings would be constructed. The club would also include a driving <br />range. There would be no filling of the wetlands on the eastern portion <br />of the property. The developers have no plans for lighting at this time <br />other than the parking lot. The course would also include an irrigation <br />system with retention ponds for emergency watering purposes. The proposed <br />well would be approximately 250 feet deep and pump 300 gallons per minute. <br />Kevin Peltier was concerned regarding the possible extension of 125th St. <br />in the future and the watercourse of the ditches and wetland after <br />excavation. <br />Questions regarding errant balls, nighttime noise (from machinery), well <br />depth, drainage, DNR permits, and general impact the golf course would <br />have on the surrounding area. <br />The general consensus of the Planning Commission was that the concept of a <br />golf course would be an appropriate use of the property, however the <br />following conditions and recommendations were requested. <br />Motion made by Davis, seconded by Agness to recommend concept approval of <br />the Special Use Permit request of Howard and Warren Arcand and Harlee <br />Anderson to construct and operate an 18 hole golf course and the above <br />specified location subject to the following conditions: <br />1. The developers must comply with all requirements from the Rice Creek <br />Watershed District, the DNR, and the Corps of Engineers. <br />2. The developers must receive approval for the subdivision and rezoning <br />of Mr. Anderson's property. <br />3. The City must approve a completed utility plan for the project. <br />4. The preliminary approval is subject to review by the City Engineer <br />
