January 23, 1991 <br />The regular meeting was called to order by Vice Chairman Mezzano at <br />7:03PM. <br />Ms. Theodora Peltier was sworn in as Planning Commission Chairman. <br />PRESENT: Mezzano, Henry, Thoreson, Oswald, Barnes, Peltier, Carole <br />LaBelle <br />Motion made by Mezzano, seconded by Barnes to approve the minutes of <br />December 26, 1990 as amended. <br />All aye, motion passed. <br />Motion made by Oswald, seconded by Henry to appoint Bill Mezzano as <br />Planning Commission Vice Chairman. <br />All aye, motion passed. <br />SUBDIVISION,REQUEST (Sam Achman) <br />Commissioner Barnes reviewed this request with the Planning Commission. <br />Ms. Barnes stated that Sam and Patricia Achman have made application to <br />the City of Hugo for a minor subdivision and waiver of the formal platting <br />requirements. The property in question consists of ten acres. It is the <br />applicants intent to create two, five acre parcels for residential <br />purposes. The property in question was zoned from Agricultural to RR2 by <br />the City Council at their January 7, 1991 regular meeting. The <br />appropriate permit has been secured from the Rice Creek Watershed District <br />and Washington County Health Department has determined the site suitable <br />for installation of an individual sewage treatment system. The property <br />is legally described as the north 1/4 of the southwest 1/4 of the <br />southeast 1/4 of Section 35, T31N, R21W, Washington County, Minnesota. <br />There is currently a residence on Tract A of the proposed subdivision <br />(address 8805 No. 122nd St., Hugo, Minnesota). If the Planning Commission <br />recommends approval of the subdivision and waiver of the formal platting <br />requirements, we would suggest that said recommendation be subject to <br />special conditions. <br />There were no comments from the public. Commissioners concurred this was <br />an appropriate use for the property in question. <br />Motion made by Mezzano, seconded by Barnes to recommend to the City <br />Council to approve the certificate of survey of Sam and Pat Achman to <br />subdivide a ten acre parcel into two, five acre parcels as described above <br />and waiver of the formal platting requirements subject to the following <br />special conditions. <br />1. A final survey must be submitted to the City Council within 90 days of <br />preliminary survey acceptance or Planning Commission approval shall be <br />null and void. <br />2. Subdivision approval shall be contingent upon full compliance with <br />requirements of the RCWD. <br />
