Planning Commission Minutes - 1-23-91 <br />Page 2 <br />3. All conditions of survey approval must be met prior to the stamping of <br />any deeds for recording by the city clerk unless otherwise permitted <br />by council action. <br />4. Property corners must be staked and property lines identified by the <br />applicant to assure proper setbacks when buildings are to be <br />constructed if required by the building inspector. <br />5. Proposed driveways or drainage areas within the development must <br />include installation of a minimum 15" diameter corrugated metal <br />culvert in a manner acceptable to the City. <br />6. No permits shall be issued until the survey has been approved and <br />recorded with Washington County. <br />7. All fees relating to this subdivision shall be paid by applicant <br />including the cost of recording documents with Washington County. <br />S. Percolation tests for each buildable site must be submitted to the <br />City prior to final survey approval. <br />9. Dedication of required park land or payment of fee in lieu of park <br />land dedication shall be paid to the City prior to final survey <br />approval. <br />10. Applicant shall provide the City with a 30' permanent slope easement <br />north of 121st St. as agreed upon and shown on the certificate of <br />survey. <br />11. No improvements, landscaping, or grading in the defined drainage areas <br />are allowed without the express written authorization of the City and <br />the approval of the appropriate watershed districts. <br />12. The developer shall permit access to the referenced site for periodic <br />inspections to insure conformance with these special conditions. <br />All aye, motion passed. <br />Chairman Peltier asked for a volunteer to serve on the newly organized <br />Ordinance Violations Committee. Bob Oswald offered to serve, but <br />requested examples of violations. Commissioner Oswald also questioned <br />Councilman McAllister's reasons for requesting public hearings regarding <br />these violations. Mayor Stoltzman stated that the committee will be <br />experimental at this time, and as they see the positive and negative <br />aspects of the committee they will change things as they go and whether or <br />not they desire to keep the committee. Mayor Stoltzman stated the <br />committee will use the recommendations on the resolution establishing the <br />committee and will try to work things out privately and at the time the <br />complaint goes to the City Council it will become public. Commissioner <br />Oswald requested further clarification on "existing, nonconforming uses". <br />Mr. David Schumann also offered his explanation of the purpose of the <br />committee. <br />Commissioner Chuck Henry expressed his concerns that the Planning <br />Commission establish future goals and submitted a list for consideration. <br />Mr. Henry's recommendations are as follows. <br />1. Establish Commission goals for this year. <br />2. Amend Commission constitution/by laws (whichever it is) <br />-date document <br />-update incorrect articles and sections <br />3. Get comprehensive plan map revised and adopted by council. <br />
