MINUTES FOR THE HUGO PLANNING COMMISSION MEETING OF FEBRUARY 27. 1991 <br />The meeting was called to order by Chairman Peltier at 7:00 PM. <br />PRESENT: Barnes, Thoreson, Oswald, Henry, Peltier <br />City Administratory, Ken Huber <br />Acting Secretary, Mary Ann Creager <br />Representatives from Howard Kuusisto's office, Eric Wharton and Ken Weber <br />ABSENT: Bill Mezzano <br />Oswald made motion, Barnes seconded, to approve the minutes for the <br />Planning Commission meeting of January 23, 1991 as submitted. <br />All aye. Motion Carried. <br />Newly -appointed Commissioner, Dan Davis, took the Oath of Office, and will <br />serve a term to expire December 31, 1992. <br />COMPREHENSIVE PLAN AMENDMENTS (DISCUSSION) <br />The City Administrator noted that in May of 1990, the City received a <br />letter from the Metropolitan Council requesting that the City review the <br />changes in the Metropolitan System Policy Plans and that Hugo look into <br />how these changes may affect our comprehensive plan. This request has <br />been turned over to the City's engineer who is working with the <br />Metropolitan Council to prepare a response and recommendation for <br />Comprehensive Plan Amendments. The Planning Commission received a copy of <br />a procedural outline indicating what our engineers will address in <br />bringing our comprehensive plan up to date. Eric Wharton of Kuusisto <br />Engineering then reviewed the outline with the Planning Commission. <br />The City Administrator then stated that in conjunction with the work being <br />done on the City's comprehensive plan, the City Council has directed the <br />City engineer to prepare a plan that would address the extension of <br />utilities and streets within our MUSA and adjacent areas. In that most of <br />the development in the City is occurring within the MUSA, we feel it <br />essential to begin addressing the need to extend utilities, improve our <br />water system, and plan for street extensions before development takes <br />place. With leapfrog development occurring in the City, it is difficult <br />to plan infrastructure improvements, and we feel that this aspect of our <br />comprehensive plan should be updated and addressed in more detail. <br />It was then pointed out that the City is in the process of doing <br />preliminary research for the preparation of a water management plan to <br />address surface water and ground water issues. This water management plan <br />must be dovetailed with the plans of the watershed districts and will <br />become an integral part of our comprehensive plan by reference. Over the <br />last several years, the Planning Commission has held numerous meetings to <br />discuss needed changes in the City's comprehensive plan map. Because the <br />current comprehensive plan map is so similar to the zoning map, it <br />provides very little direction with regard to the future growth and <br />development of the community. The City Council has requested that the <br />Planning Commission look at our comprehensive plan with regard to future <br />development and provide some recommendations that are more applicable to <br />our growth patterns and other development issues.
