MINUTES OF THE THE HUGO PLANNING COMMISSION MEETING OF DECEMBER 18. 1991 <br />The regular meeting of the Hugo Planning Commission was called to order by <br />Chairman Peltier at 7:05PM. <br />PRESENT: Mezzano, Davis, Oswald, Olson, Peltier <br />ABSENT: Oswald <br />Chairman Peltier informed the Planning Commission that Commissioner Oswald <br />is resigning his position, however we are unsure whether the resignation <br />is effective immediately. Chairman Peltier will contact Mr. Oswald to <br />clarify this matter. <br />Motion made by Davis, seconded by Peltier to approve the Minutes of <br />November 26, 1991 as amended. <br />All aye, motion passed. <br />RECOMMENDATION FOR PArINIBS COMMISSI(.-)N,CHAIRMAN <br />At the January 6, 1992 regular meeting of the Hugo City Council, action <br />will be taken to appoint the chairman of the Planning Commission for the <br />upcoming year. The Planning Commission is recommending Bill Mezzano be <br />appointed chairman of the Planning Commission for 1992. <br />The Planning Commission is recommending Deputy City Clerk, Carole LaBelle, <br />serve as the Planning Commission secretary. <br />The Planning Commission is recommending Bob Oswald be reappointed to the <br />Ordinance Violations Committee. <br />Mr. William Wunderlich of P.O. Box 25, St. Ignatius, Montana has made <br />application to the City of Hugo for formal platting of an 87 acre tract of <br />land into two 10 acre lots and one lot consisting of approximately 67 <br />acres. The property in question is zoned agricultural, and is located <br />between Ingersoll Avenue and Jeffrey Avenue, in the N 1/2 of Section 14, <br />T31N, R21W, Washington County, MN. This tract of land is connected by an <br />easement running from Lot 2, Block 1, to Outlot A of this proposed <br />subdivision. This lot arrangement was created by a previous minor <br />subdivision in 1987. It is the applicant's intent to develop Lots 1 and <br />2, Block 1, for residential purposes, and Outlot A is not to be developed <br />unless alternate access to the site is provided from the east. Access to <br />Outlot A is currently provided by an existing driveway on the north and <br />east edges of Lots 1 and 2 of Block 1. Because of the topography of the <br />area, it would be economically difficult to construct a driveway to Outlot <br />A from Ingersoll Avenue that would meet City standards, and provide access <br />to a residential dwelling by public safety equipment. The applicants have <br />indicated they will not develop Outlot A for residential purposes, unless <br />an alternate access to the site can be provided through the securing of <br />private road easements to the site. For the purpose of this subdivision <br />plat approval, it is their intent to identify Outlot A as unbuildable, and <br />it <br />
