No improvements, landscaping, or grading shall be permitted in the <br />identified drainage areas without the express written authorization of <br />the City and the appropriate watershed districts. <br />14. All property owners shall be responsible for maintenance of drainage <br />areas within easements on their property. <br />15. The owner shall comply with all requirements and restrictions <br />applicable to identified wetlands. <br />16. Outlot A shall not be developed for residential purposes, unless <br />alternate access is provided. <br />17. Outlot A shall not be subdivided for residential purposes, unless <br />access to the site is provided by a bituminous surfaced street in <br />compliance with the City's subdivision regulations. <br />18. All special conditions governing Outlot A shall be identified in <br />restrictive covenants, which shall be recorded with Washington County <br />along with these special conditions. <br />19. Documentation must be provided to the City insuring that easements <br />providing access to Outlot A be identified and recorded with <br />Washington County. <br />All aye, motion passed. <br />COMPREHENSIVE PLAN UPDATE <br />Mr. Ken Weber of Kuusisto Engineering was present to update the Planning <br />Commission on the status of the Comprehensive Plan and update his earlier <br />discussions with the Metropolitan Council staff. Mr. Weber stated that <br />the Metro Council and the City are not in agreement as to the growth rate <br />of Hugo for the next ten years. Mr. Weber informed the Commission that in <br />revising the comprehensive plan, they are trying to include those portions <br />of Hugo with the most growth potential so that each time a development is <br />proposed it will not be necessary to go before the Metropolitan Council. <br />Mr. Weber does not expect a response from Met Council until mid January. <br />Motion to adjourn made by Davis, seconded by Peltier to adjourn at 8:30PM. <br />All aye, motion passed. <br />Carole LaBelle, Secretary <br />Hugo Planning Commission <br />
