No improvements, landscaping, or grading shall be permitted in the identified drainage areas without the express written authorization of the City and the appropriate watershed districts. 14. All property owners shall be responsible for maintenance of drainage areas within easements on their property. 15. The owner shall comply with all requirements and restrictions applicable to identified wetlands. 16. Outlot A shall not be developed for residential purposes, unless alternate access is provided. 17. Outlot A shall not be subdivided for residential purposes, unless access to the site is provided by a bituminous surfaced street in compliance with the City's subdivision regulations. 18. All special conditions governing Outlot A shall be identified in restrictive covenants, which shall be recorded with Washington County along with these special conditions. 19. Documentation must be provided to the City insuring that easements providing access to Outlot A be identified and recorded with Washington County. All aye, motion passed. COMPREHENSIVE PLAN UPDATE Mr. Ken Weber of Kuusisto Engineering was present to update the Planning Commission on the status of the Comprehensive Plan and update his earlier discussions with the Metropolitan Council staff. Mr. Weber stated that the Metro Council and the City are not in agreement as to the growth rate of Hugo for the next ten years. Mr. Weber informed the Commission that in revising the comprehensive plan, they are trying to include those portions of Hugo with the most growth potential so that each time a development is proposed it will not be necessary to go before the Metropolitan Council. Mr. Weber does not expect a response from Met Council until mid January. Motion to adjourn made by Davis, seconded by Peltier to adjourn at 8:30PM. All aye, motion passed.
