Dedication of required parkland or payment of fee in lieu of parkland dedication shall be paid to the city prior to final plat approval. .11. This approval shall be granted with the understanding that said subdivision does not create any landlocked parcels by the peti.t.ioner and land owner. 14. No improvements, landscaping, or grading shall be permitted in the defined drainage areas without the express written authorization of the City and the approved watershed districts. 15. All property owners shall be responsible for maintenance of drainage areas within easements on their property. 16. Developer shall comply with all requirements and restrictions applicable to identified wetlands. 17. No significant deviations from the approved preliminary survey shall be permitted unless reviewed by the planning commission prior to council approval. 18. Mr. Huber stated that Mr. Ed Waugh has made: application to the City of Hugo for a special use permit to construct a superette, gas station, and car- wash in an RB zoning district. The site in question is located at the southeast corner of the intersection of Highway 61 and County Rd. E s and consists of approximately ^ acres. Thi=. request is being made contingent on approval of the minor subdivision re_v:i.c.:;•wc_d earlier- by the planning commission. The building proposed wi.l.l. be approximately 18' in height and 7,000 sq. ft. in size. We have requested that the developers give the City some indication of the hours of operation of this. business.
