P.C. Minutes - June 27, 1990 <br />Page 4 <br />Mr. Dan Dege, architect for the proposed superette, stated that MNDOT had <br />no problems with the project as proposed. Mr' Dege stated that they will <br />not be disturbing the ditch system and most of the drainage will be <br />directed to the ditch in the rear of the property- Mr. Dege informed the <br />commission that they intended to add approximately 3 feet of fill to the <br />site and after the recommendation by the city engineer, it may be <br />increased. He stated that Rice Creek Watershed District was reviewing <br />this application at their meeting this evening. <br />Chairman Senkler opened the public hearing where area residents expressed <br />concerns regarding the additional use of the water and sewer facilities in <br />the area because of the recent watermain breaks in that neighborhood. <br />Hours of operation were also of interest. <br />Mr' Huber stated that the watermain breaks most likely did not have <br />anything to do with the amount of water usage. Hours of operation were <br />estimated to be 5 A.M. until approximately 11 P.M. <br />The Planning Commission expressed concern regarding significant traffic <br />increase of the property at 140th St. and west of Highway 61. <br />Administrator Huber stated that the staff was not particularly concerned <br />about the hours of operation in that the business was not in a highly <br />populated area. Mr. Huber did inform the audience that the city engineer <br />would review the sewer and water facilities to assure the increase in <br />water demand' Mr. Dege stated that the entire facility would operate <br />under the same hours. <br />Motion made by Senkler, seconded by Thoreson to recommend approval of the <br />special use permit request of Mr. Ed Waugh to construct a Tom Thumb <br />Superette at 140th St. and Highway 61 subject to the following special <br />conditions. <br />1. Approval of the minor subdivision of Mr. Ed Waugh reviewed by the <br />Planning Commission earlier. <br />2. The buried gasoline tanks on site be installed and maintained as per <br />county health department and MPCA regulations. <br />3. That the site be maintained on a regular basis and kept free of litter <br />and other on site nuisances. <br />4. All advertising signs and related lighting be in compliance with City <br />regulations. <br />5. The site plan approved be, and is a part of this special use permit. <br />6. All refuse on site be stored in the screened area as identified on the <br />site plan. <br />7. No exterior storage shall be permitted on site. <br />G. The parking areas are to provide for short term parking of motor <br />vehicles only' <br />9. Driveway and road access permits must be secured from the MNDOT and <br />Washington County before the building permit is issued. <br />10- All parking and drive areas shown on the sjte shall be o! bjt"min.,us <br />surface and shall be installed as per requi,ements "f the city <br />engi"e�r <br />
