MINUTES OF THE HUGO PLANNING COMMISSION MEETING <br />Seotember 27, l989 <br />The regular meeting of the Hugo Mapping Commission was called to order by <br />Chairman Senkler at 7:00PM. <br />PRESENT: Mezzano, Henry, Thoreson, Barnes, Senkler, Administrator Huber, <br />Carole LaBelle <br />Motion made by Senkler, <br />seconded <br />by Mezzano to <br />approve <br />the minutes of <br />August 23, 1989 as <br />All aye, motion <br />amended. <br />passed. <br />Sperial Use <br />Chairman Senkler <br />requested Administrator <br />Huber <br />review <br />the application with <br />the planring commission. <br />Mr. <br />Hube~ stated that <br />Mr. Richard <br />Charest has <br />made application <br />to the City of <br />Hugo for an amended <br />Special <br />Use Permit to <br />al]ow for the construction <br />of <br />a boathouse on his <br />property <br />prior to <br />constructior of the <br />principal <br />structure. The prooerty <br />in question is <br />zoned RR2 and consists <br />of approximately <br />one acre. <br />The <br />property is <br />regulated by the <br />city's shoreland <br />ordinance, on <br />Sunset <br />Lake (Lot 8 of <br />Royalhaven Estates <br />1st Addition). <br />The applicant <br />also <br />owns and resides at <br />Lot 4, Block 1 of <br />Royalhaven Estates <br />2nd Addition. <br />The <br />elevation where <br />the boatnouse is <br />located appears <br />to be about 109 <br />ft., <br />while the shore of <br />Sunset Lake appears <br />to be at 102 <br />ft. The property <br />in <br />question was <br />involved in a special <br />use permit <br />in October, 1985 <br />at <br />which time the <br />applicant requested <br />permission <br />to fill certain <br />areas <br />on site. This <br />request appears to <br />be consistent <br />with the city's <br />shoreland <br />regulations and <br />the city has received <br />notice from <br />the Dept. of <br />Natural <br />Resources that the <br />plan is acceptable <br />to them. A <br />major concern of <br />the city <br />would be that the <br />structure in question <br />would be <br />properly anchored, <br />meet <br />city building code <br />requirements, and <br />would be used <br />solely for the <br />storage <br />of boats and <br />related equipment <br />as defined in <br />the city's shoreland <br />ordinance. <br />Chairman Senkler <br />opened the puolic <br />hearing portion <br />of <br />the meeting for <br />comments. Mr. Sean <br />Hallet questionod <br />whether the <br />structure <br />was built for <br />the purpose of a <br />boathouse. He <br />stated that the <br />boathouse <br />blocks a <br />considerable amount <br />of nis view <br />to the lake from <br />his <br />home, and informed <br />the commission he <br />would be willing <br />to help Mr. <br />C"arest <br />move the building. <br />Mr' Cho -est stated <br />that he can't <br />store his boats <br />in the <br />structure because <br />they are too big, <br />but he would <br />be using the building <br />for boating <br />accessories. <br />Commissioner Senkler <br />felt the <br />building appeared <br />to be <br />more for <br />recreational use <br />than storage. <br />Mr. Charest informed <br />the comnission that <br />there is storage <br />throughout the <br />building. Commissioner <br />Mezzano did not <br />favor allowing an <br />accessory use <br />prior to a principal <br />residence. The <br />planning commission <br />could not <br />+ind cause to oppose <br />the <br />structure if it was <br />used solely as a <br />boathouse. <br />
