MINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION <br />May 27, 1987 7:OOPM <br />The regular meeting of the Hugo Planning Commission was called to order by Chairman <br />Rudisill at 7:01PM. <br />PRESENT: Blanchard, Senkler, Schreifels, Jesinski, Rudisill, Mayor Atkinson, <br />Councilman Olson, Carole LaBelle <br />ABSENT: Sullivan, Ray Olson <br />Motion made by Senkler, seconded by Blanchard to approve the minutes of the regular <br />meeting of April 27, 1987. All aye, motion carried. <br />Schreifels made motion, seconded by Jesinski to approve the minutes of the special <br />meeting of May 11, 1987. All aye, motion carried. <br />Ron DesLauries/Iverson - Subd. - The public hearing was called to order at 7:05PM. <br />Mr. Ron DesLauries and Mr. John Iverson have made <br />application to the City to subdivide a 34.82 acre tract of land in an agricultural <br />zone into three lots. Mr. DesLauries has requested a waiver of the formal subdiv- <br />ision requirements and has indicated that the enclosed preliminary survey will be <br />revised to reflect his request. The property in question is described as, all that <br />part of the SWJ of the NWJ of Section 30, T31,R21W, Washington County lying easterly <br />of the centerline of Elmcrest Ave., north as presently laid out and traveled. Mr. <br />DesLauries has been directed to amend the enclosed certificate of survey deleting <br />Tract A and Tract C and redefining tracts D and E for the final survey. The prop- <br />erty in question was thought to have been divided atan earlier date, however, records <br />indicate that although the survey was prepared it was never reviewed or approved by <br />the city. The proposed lots meet the lot dimension requirements for an agriculture <br />zone. The DesLauries' have been informed that they must have Rice Creek Watershed <br />review their survey and approve their plan for development prior to issuance of a <br />building permit. The staff recommends 12 special conditions should the Commission <br />recommend approval of the subdivision. <br />Mr. DesLauries has contacted Rice Creek Watershed, Mr. J. Penuska stated he would <br />review their plans. The DesLauries agreed to the special conditions which were <br />read and stated that they understood what they are expected to do. No one from <br />the audience made any comments regarding this subdivision request. The public <br />hearing was closed at 7:15PM. <br />Motion made by Senkler, seconded by Blanchard to recommend approval of the sub- <br />division for DesLauries/Iverson, described as all that part of the SWJ of the NWJ <br />of Section 30, T31, R21W, Washington County lying easterly of the centerline of <br />Elmcrest Ave., north as presently laid out and traveled, waiving the formal plat- <br />ting procedure, subject to the following conditions; <br />1. A final survey be submitted to the City Council within 90 days of preliminary <br />survey acceptance or this approval shall be null and void. <br />2. All conditions must be met before stamping of any deeds for recording by the <br />city clerk unless otherwise permitted by council action. <br />3. Property lines must be identified on site by the applicants to assure proper <br />setbacks when buildings are to be constructed if required by the building in- <br />spector. <br />4. Any commercial or industrial use of said property not specifically permitted in <br />this zone by the city zoning ordinance shall be strictly prohibited. <br />5. Driveways or drainageways must include installation of minimum 15" diameter <br />metal culverts in a manner acceptable to the city. Larger culverts may be re- <br />quired by the city engineer. <br />
