No building permits are to be issued until the required permits are secured <br />from the appropriate watershed district. <br />7. All fees relating to this subdivision shall be paid by the applicant including <br />the cost of recording documents with Washington County. <br />8. Any driveway permits requiring access to highways or county roads shall not be <br />issued until permits are secured with Washington County or MNDOT. <br />9. Use of this property shall not be in violation of any existing restrictive cov- <br />enants. <br />10. On-site activities permitted as a result of this subdivision will not cAe the <br />altering of any watercourse, ditch, or drainage system in this area. <br />11. Payment of parkland dedication fees shall be made at the time of final survey <br />approval. <br />12. Soil percolation tests be completed and submitted for review prior to final survey <br />approval. <br />All aye, motion carried. <br />Harstad Companies - Subdivision - The public hearing was called to order at 7:20PM. <br />On behalf of Harstad Co.'s, Mr. Keith Harstad has made application to the City to <br />subdivide a 24.75 acre tract of land into 48 single family lots. The property in <br />question is zoned single family urban and located south of County Rd. 8A between <br />Highway 61 and Goodview Ave. (part of the NEJ of Section 29, T31, R21W, in the City <br />of Hugo). On August 13, 1986 the planning commission reviewed the sketch plan and <br />made five recommendations. The Harstad Companies have complied with the special <br />conditions and the petitioners are now requesting the preliminary plat be reviewed <br />for approval by the commission. The city engineer has completed a feasibility report <br />which can be reviewed in its entirety in the clerk's office. We would recommend <br />that if the planning commission recommends approval of this subdivision it be sub- <br />ject to 17 special conditions. <br />Mr. John Johnson and Dick Wedell presented the Harstad Co.'s plan with revisions. <br />The original proposal indicated three holding ponds. One has been eliminated <br />identified as pond 412. The other ponds have been moved further from the homes. <br />Harstad will extend the existing sewer east on 8A and loop it through the devel- <br />opment. Rice Creek Watershed has approved the subdivision plan and are pleased <br />that the development releases the water from the property at a rate slower than <br />it is currently being released. Mr. Johnson stated they will not be modifying the <br />protected wetlands in any way. The area identified as pond 412 will have water <br />only during a heavy rain. This water will drain through a pipe into pond 413. <br />Ponds 1 & 3 will contain approximately 3-5 feet of water each. The RCWD required <br />that the ponding areas be physically separate from the ditch. Mr. Johnson stated <br />that the backyards where pond 2 was prosed will be lower than they are now but <br />will not contain water. Stone rubble /will placed around the culvert to keep silt <br />and sand from filling the culvert and allow proper drainage. These stones will <br />be grouted to remain in place. These stones are also placed at the down end of <br />the culvert and the culvert will have a control structure to allow for the release <br />of the water. The ponds will have a 6 to 1 slope which is quite gradual. <br />There are 9 existing lots along 8A where construction is proposed as soon as possible. <br />However, Harstad understands that no certificates of occupancy will be issued until <br />utilities are installed. It is proposed that in the event the remainder of the pro- <br />perty is developed the two roads running basically north and south will be extended <br />to serve the south area. Properties with drainage easements will have this noted <br />on the deeds. Mr. Johnson stated they understand that it will be/obligation of the <br />property owners to maintain these drainage easements. <br />
