Planning Commission Minutes <br />May 27, 1987 page 3 <br />Harstad - cont. <br />Access to pond #1 will bethrough aleasement along the southerly property line <br />of Lot 1, Block 4. Pond #3 will be accessed directly from the road. <br />Residents, surrounding the area were concerned about the increased housing and <br />diminishing the rural atmosphere in Hugo, also the added driveways onto County <br />Rd. 8A. There was also concern that other governmental agencies are controlling <br />the City. Some residents felt that Hugo is becoming an unattractive city and <br />officials should proceed cautiously as to whom they allow further construction <br />and development. <br />Mr. Johnson stated they would prefer to pay a fee for parkland dedication but they <br />would be willing to identify a 6 acre area for parkland if the entire area is <br />developed, however, 1.7 to 1.9 would be dedicated for the current project. Harstad <br />indicated they would be willing to participate in the maintenance of the ditch <br />while they still had an interest in the property but when all the lots are sold <br />they felt they should no longer be involved. The public hearing was closed at <br />8:20PM. <br />Commissioners Jesinski and Blanchard were concerned that the ponds and the traffic <br />on 8A would create a hazard to small children in the area and suggested some type <br />of walkway to divert pedestrians and possibly fencing to deter children from the <br />water areas. Mr. Senkler expressed his view regarding the maintenance of the <br />drainage easement. Specifically what does the maintenance entail and who would <br />determine when the improvements should be done. The question of the driveways <br />along County Rd. 8A was addressed by Washington County stating that possibly there <br />would be a common driveway for two homes, reducing the contact areas to the road. <br />Mayor Atkinson noted that the City Council hoped to have an updated comprehensive <br />land use plan prior to acceptance of land or money for parkland dedication from <br />Harstad Co.'s. If the parkland area was designated near the wetland culverts <br />would be installed for access to the park. It was noted that approximately 1.5 <br />acres is needed for a small ballfield. It is recommended that a larger area <br />be specified for ballfields but when planning for a park a larger portion of the <br />population should be considered other than just small children. <br />It was the general concensus of the commission that parkland area with improvements <br />be designated rather than money. <br />Senkler made motion, seconded by Jesinski to recommend approval of the preliminary plat <br />of Hugo Meadows to subdivde 24.75 acres, zoned SFU described as, part of the NEJ <br />or section 29, T31, R21W, subject to the following conditions; <br />1. A final survey be submitted to the council for approval within 120 days of pre- <br />liminary plat acceptance or the preliminary plat must again be reviewed by the <br />Planning Commisison at the property owners expense. <br />2. All conditions must be met prior to the stamping of any deeds for recording <br />by the city clerk unless otherwise permitted by the city council. <br />3. The property lines must be identified on site by the applicants to assure <br />proper setbacks when buildings are to be constructed. <br />4. Restrictive covenants be provided prhibiting the re -subdivision of platted lots <br />and the prohibiting of commercial activity in this subdivision. <br />5. Driveways or drainageways must include minimum 15" diameter corrugated metal <br />culverts in a manner acceptable to the city. <br />6. A final plat will not be approved until the required permits are secured from <br />the appropriate watershed district and the DNR where applicable. <br />
