MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />June 24, 1987 <br />The regular meeting of the Planning Commission was called to order by Chair- <br />man Rudisill at 7:OOPM. <br />PRESENT: Blanchard, Sullivan, Senkler, Jesinski, Olson, Rudisill, Administrator <br />Huber, Carole LaBelle, Chuck Henry. <br />Motion made by Senkler, seconded by Blanchard to approve the minutes of May <br />27, 1987 as amended. <br />The oath of office was administered to Chuck Henry as the newest member of the <br />Planning Commission. <br />The Stoltzman public hearing was called to order at 7:05PM. <br />Laura Stoltzman - Subdivision - Mr. Huber stated that Mrs. Laura Stoltzman <br />has made application to the City for a minor subdivision and waiver of formal <br />platting requirements involving a 40 acre tract of land identified as the, <br />Northeast i of the NOrtheasti of Section 15, T31, R21W, in the City of Hugo. <br />The property is located on the southwest corner of 157th St. and Ingersoll <br />Ave. It is the intent of Mrs. Stoltzman to subdivide said property into 4 <br />ten acre tracts for residential purposes. The property is currently zoned <br />agricultural and is setting in idle acres. There is currently a dwelling on <br />proposed Parcel A of the preliminary survey and it is our understanding that <br />proposed Parcel D is to be conveyed for the purpose of constructing a residen- <br />tial dwelling. All of the areas surrounding the tract in question are zoned <br />agricultural. If the Planning Commisson acts to recommend approval of this <br />subdivision and waiver of formal platting requirements we would recommend <br />that said action be subject to 13 special conditions. <br />There was no one from the general public to comment on this subdivision. Mr. <br />Walter Stoltzman Jr. stated that the property was used as landfill but most <br />of the filling was done on Lot C. Mr. Stoltzman noted that the dumping <br />was not in the new areas. In the last 7 years only building materials have <br />been dumped on the property. Several tires were buried below the frost line. <br />Mr. Stoltzman indicated that Rice Creek Watershed had visited the property <br />on Monday, June 22, and did not feel there was any problem. It is the in- <br />tention of the applicants to sell the property to other family members who <br />are well aware of the previous use of the property. The public hearing was <br />closed at 7:14PM. <br />There was some question whether the property was precisely 40 acres to allow <br />for the 4 ten acre parcels. Mr. Stoltzman stated that the line fence is on <br />the north side of 157th St. and the survey should include all or most of the <br />road. Mr. Huber assured the commission that when the final survey is done <br />the content of acreage would be determined and the subdivision would depend <br />on total acreage. Mr. Stoltzman understood that one of the conditions pro- <br />posed was to inform any prospective buyers that the property was previously <br />used as a landfill and he agreed that this would not be a problem. <br />Motion made by Senkler, seconded by Olson to recommend approval of the sub- <br />division for Laura Stoltzman to divide a 40 .acre tract of land into 4 ten <br />
