MINUTES OF THE HUGO PLANNING COMMISSION - September 23, 1987 <br />The regular meeting of the was called to order by Chairman Senkler at <br />7:66 P.M. <br />Present: Jesinski, Olson, Sullivan, Senkler <br />Absent: Blanchard, Henry <br />Mr. Harry Rudisill has resigned as Planning Commission Chairman and Mr. <br />Dick Senkler was appointed as Chairman by Mayor Atkinson. <br />Motion made by Olson, seconded by Sullivan to approve the Minutes of <br />September 2, 1987 as amended. <br />All aye, motion passed. <br />) <br />Mr. Jerome Parker has made application to the City of Hugo for a Special <br />Use Permit to allow the following. <br />1. To move a 12' X 20' building from Lot 9 to Lot 12 to be used <br />as a boathouse maintaining a 50' setback from Sunset Lake. <br />2. To build a 28' X 40' storage garage on Lot 9 at the location <br />where the 12' X 20' building is currently located. <br />Mr. Parker owns Lots 9,10,11,12 of Block 2, Sunset Park Addition. The <br />City's shoreland ordinance requires a minimum 100' setback from the lake <br />for new construction. The current buildings are non -conforming uses and <br />are grandfathered in under our current ordinance. If any buildings are <br />moved or removed the requirements of the current ordinance then apply. <br />Mr. Parker also has a 22' X 28' garage located immediately north of the <br />house on lot 10. It was also noted that Mr. Parker has applied to the <br />Board of Zoning Adjustments for a variance to allow for expansion of his- <br />home <br />ishome in a westerly direction closer to the lake shoreline. That <br />request, however, is not a part of this application. Because of the <br />nature of this request and irregular shape of the site, it has been <br />difficult to evaluate this request as submitted. The staff <br />recommendation could only be made based on recognizing the four lots in <br />question as one parcel of land and the buildings in question being <br />accessory to the house on Lot 10. We would also recommend that no <br />buildings be allowed on the site closer than 50' to the lakeshore. If <br />the Planning Commission acts to approve this Special Use request, we <br />would recommend seven special conditions part of said permit. <br />Mr. Parker stated that he could, if necessary remove the concrete slab <br />and portion of the existing building slab which would not be used for <br />the new building. Mr. Parker would rather not add on to the existing <br />building but would prefer to construct a new building. He also added <br />that it would not be difficult to move the proposed building to 50' from <br />the lake. Some filling would be necessary at the 50' setback line on <br />lot 9. <br />Motion made by Sullivan, seconded by Jesinski to recommend approval of <br />the request for a special use permit for Jerome Parker, 12866 Ingersoll <br />
