Pending input from the other governmental agencies <br />involved, we should have this preliminary plat back to the Planning <br />Commission for a final recommendation by our next regular meeting in <br />October. ' <br />Mr. Kostuch was present and indicated that he had no intention of <br />rezoning at this time and did not want to make any firm committment at <br />this time. Lots 3 and 4 will be identified on the plat as industrial. <br />The Planning Commission felt the development has proceeded with the <br />knowledge that no city water would be required in the development and <br />there was no need to require the installation of water at this time. <br />Regarding item #4, members inquired whether all 15 lots should be <br />included requiring sewer and surfaced roadway. If it is not the <br />intention that all lots in the development be served by blacktop road, <br />the Commission would like some clarification as to which lots these <br />are. Members unanimously agreed on accepting the parkland dedication <br />fee in lieu of property. Lengthy discussion ensued regarding the term <br />improved roadway. The opinion was that any grading or gravel could be <br />an improved roadway. No firm stand was taken on this matter because of <br />the possible difficulty with the existing sod business and heavy traffic <br />which could cause a problem if 140th St. was blacktopped. The $51000 <br />financial deposit should be used for costs incurred in the processing of <br />the plat and the balance returned if not used. <br />Members indicated that the lots within the plat should not be sold until <br />improvements are in with the exception of Lots 4 and 5 in Section 3 <br />because they are on an existing road. Mr. Kostuch stated he would be <br />petitioning the City for improvements. <br />Au <br />Mr. Norm Horton and Mr. Roger Depaul have made application to the City <br />of Hugo for an auto dismantling yard license as well as continuation of <br />their special use permit for part of -the northeast 1/4 of the northeast <br />1/4 being the south 260.65' lying east of the railroad right-of-way and <br />Highway 61 east of railroad. We would recommend continuation of the <br />special use permit and issuance of the auto dismantling license subject <br />to the following special conditions; <br />1. Compliance with previous special use permit special conditions. <br />2. Maintenance of an approved hazardous waste generator license. <br />3. Submittal of water sample testing reports as required by the City <br />prior to September 1 of each year. <br />
