Special Use Permit ) <br />Ricky and Lori Flanagan have made application <br />to the City of Hugo for a <br />Special Use Permit to operate a landscaping and <br />lawn maintenance business <br />on their property located at 6319 175th St. No., <br />Hugo (the east 330 ft. of <br />the west 538 ft. of the north 660 ft. of the <br />SW quarter of Section 4, <br />WIN, R21W, except the east 165 ft. of the west <br />538 ft. of the north 660 <br />ft. of the SW quarter of Sec. 4, T31, R21.). <br />The petitioners have <br />indicated the property in question will continue <br />to be residential in <br />character although they would like to operate <br />a business on a limited <br />basis from their home. The property in question <br />is located in an <br />agricultural zone and landscaping businesses <br />are allowed by SUP. In <br />reviewing the legal description on the application <br />it does not appear to <br />conform with the site plan or the legal description <br />on the City's tax <br />records. The property appears to be 165 ft. <br />in width and approximately <br />538 ft. in depth Of acres). If the Planning <br />Commission chooses to act <br />favorably on this request we would recommend <br />said approval be subject to <br />special conditions. <br />A hearing was held for public input regarding <br />this special use permit <br />request. Mr. John Jungman, 6351 175th St. was <br />present and stated that he <br />is the only neighbor and has no objection to <br />the landscaping business <br />being operated from the Flanagan's home' <br />Mr. Flanagan stated that this is his full time <br />employment and it is <br />seasonal. His equipment consists of two pick-up <br />trucks, 2 trailers, weed <br />eaters, edgers, 1 18 HP tractor, shrubbery, sod, <br />seed. His business is <br />named "Yard Care" and the pictures provided with <br />the Natural Green truck <br />does not belong to Mr. Flanagan. Occassionally <br />Mr. Flanagan drives the <br />large Natural Green truck to his home for overnight <br />storage while on his <br />way to a job in the northern suburbs. This occurs <br />on an average of 3 <br />times per month. Mr. Flanagan agreed that if <br />this were to change were <br />proposed he would secure an amended special use <br />permit. Mr. Flanagan <br />stated he did not use any chemicals in his business. <br />The material sprayed <br />is grass seed and water. Mr. Flanagan stated <br />that his truck and trailers <br />do remain outside, while all small equipment <br />used in the business is <br />stored in the accessory building. <br />Commission members felt that if the operation <br />of this business was a <br />serious problem for the complainant, he should <br />have attended the meeting <br />to express his concern. Mr. Senkler felt it <br />would be beneficial to limit <br />the size of the vehicles to be stored on the <br />site overnight, however, this <br />is virtually impossible to monitor. Members <br />had no objection to the <br />operation considering the size of the business. <br />Motion made by Sullivan, seconded by Jesinski <br />to recommend approval of the <br />Special Use Permit for Rick and Lori Flanagan <br />to operate a landscaping and <br />lawn maintenance business from their home at <br />6319 175th St. No., Hugo, <br />with the following conditions; <br />
