MINUTES OF THE REGULAR MEETING OF THE HUGO PLANNING COMMISSION <br />November 18, 1987 <br />The regular meeting was called to order by Chairman Senkler at 7:03PM. <br />PRESENT: Sullivan, Henry, Senkler, Jesinski, Administrator Huber, <br />Carole LaBelle <br />Motion made by Jesinski, seocnded by Sullivan to approve the minutes of <br />October 29, 1987. <br />All aye, motion passed. <br />IV.A. ) <br />Ms. Jeanette Pfurtsheller has made application to the City of Hugo for a <br />Special Use Permit to board horses on their property located at 8745 122nd <br />St., Hugo. The property in question is zoned RR2 and consists of <br />approximately 16.9 acres. The permit to construct the 30' X 48' pole <br />building to house the animals in question was approved by the city October <br />of 1986. When this structure was approved, it was specified that the <br />building was not to be used to house animals. The applicants are now <br />requesting that this building be used to house animals, although they have <br />failed to specify how many. It is our understanding that the applicants <br />have proceeded with the remodeling of the building in question and that <br />the required building permit to make such modifications has not been <br />secured. If the Planning Commission chooses to approve the special use <br />permit in question we would recommend said approval be subject to special <br />conditions. <br />Mr. Huber informed the commission that the language on the building permit <br />issued in October of 1986 was to inform the applicants that animals <br />require the issuance of a special use permit to be kept in an RR2 zone. <br />Mr. Bill Simonet representing Ms. Pfurtscheller and stated they had <br />inadvertently neglected to obtain the building permit for construction <br />within the pole building. He stated that there is a designated area next <br />to the existing pole building used as a pasture/corral. The corral is <br />approximately 1 acre in size and surrounded by electric fencing. Mr. <br />Simonet state that there would be no advertising signs on the property. <br />The animals are and will be kept the required distance from the <br />lakeshore. Mr. Simonet stated that there is no commercial operation <br />taking place, and the city would be allowed on the premises for inspection <br />to insure the continuance of all requirements. <br />The public hearing was attended by Mike Ball, 8715 122nd St. and Jo <br />Lovegren, 8355 122nd St. who opposed the addition of animals into the area <br />surrounding the lake. Mrs. Lovegren has had numerous conversations with <br />the DNR and found that the runoff from pastures has a negative effect on <br />the quality of the lake water. Mr. Ball stated that the easement <br />providing access to the Pfurtscheller's property crosses his property and <br />the additional traffic generated from the boarding of horses at <br />Pfurtscheller's would be detrimental to the roadway. <br />Mr. Glen Bjornson felt that the animals would not be harmful to the lake <br />or the environment and that the real problem was the speed boats on the <br />lake. <br />
