MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING CONMISSION <br />June 12, 1985 <br />The regular meeting was called to order by acting Chairman Atkinson at 7:00PM. <br />PRESENT: Schoeller, Granger, Olson, Rudisill, Atkinson, Schwab <br />ABSENT: Fashingbauer, Lorch <br />Motion made by Rudisill, seconded by Olson to approve the minutes of May 22, <br />1985 as submitted. All aye, motion carried. <br />Don Klausing - Site Plan Approval - Mr. Klausing would like to construct a <br />30 x 45 pole building at 8640 130th St. Their new home is presently under <br />construction. The property is zoned agriculture. <br />Motion made by Schoeller, seconded by Granger to recommend approval of the <br />30 x 45 pole building for Don Klausing as per site plan. All aye, motion <br />carried. <br />Richard & Mike Brandt - Hugo Auto & Truck Parts - Brandts were requested to <br />seek advice on shrubbery that would grow in the wetland south of their property. <br />A list of plantings was provided by the University of Minnesota and the possib- <br />ility of an earth berm was suggested. The monitoring wells are installed and <br />a lab test on water quality should be available in the next few weeks. <br />Rudisill made motion, seconded by Atkinson to recommend approval of the Auto <br />dismantling license for Hugo Auto and Truck Parts, Richard and Michael Brandt, <br />with the following amendments; <br />1. Remove from south side of pond all junk buildings.farm equipment, snowmobiles, <br />chicken cages, boards, trees, stumps, and other eyesore junk. <br />2. Present to the City Council a detailed tree and shrub planting plan by the <br />annual review in 1986. <br />All aye, motion carried. <br />Russ Jarousek - SUP - Hobby sawmill - Mr. Jarousek has been operating a hobby <br />sawmill at his property at 17400 Henna, agriculture zone for approximately 3 <br />years. Mr. Rudisill is directly across the lake from the property and stated <br />there are no annoying aspects of the hobby. <br />Motion made by Rudisill, seconded by Schoeller to recommend the City adopt an <br />ordinance amending Chapter 320 of the Hugo City Code entitled "Zoning" to include <br />the operation of sawmill in the agriculture and conservancy distruict under <br />special uses. All aye, motion carried. <br />Rudisill made motion, seconded by Olson to recommend approval of a Special Use <br />Permit for Russell Jarousek, 17400 Henna Ave. to operate a hobby sawmill, sub- <br />ject to the proposed zoning amendment and the following conditions; <br />1. That the ordinance change including woodworking shops in the Ag and Cons. <br />zones be approved (with special use permit). <br />2. That no visible signs other than those normally utilized in a residential <br />district be present. <br />3. That no over-the-counter retail sales be involved. <br />4. That the number of persons working at said operation shall not exceed three. <br />5. That there be no generation of offensive odors, glare, smoke, dust, noise, <br />vibration, or other objectionable influences, extended beyond said property <br />lot lines. <br />
