MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMISSION <br />July 10, 1985 <br />The regular meeting was called to order by Chairman Lorch at 7:00PM. <br />PRESENT: Atkinson, Rudisill, Olson, Lorch, Councilman Potts. <br />ABSENT: Schoeller, Fashingbauer, Granger <br />Atkinson made motion, Rudisill seconded to approve the minutes of June 26, 1985 <br />as submitted. All aye, motion carried. <br />The regular meeting was recessed and the public hearing called to order at 7:03PM. <br />Wil Harris - Public Hearing - Mr. Harris presented his plans to install 2 softball <br />fields and possibly a 6 hole golf course (using restricted flight balls). A letter <br />from Lori Flanagan on 175th St. was read opposing the construction. John Jungman <br />was present and opposes any access to or from 175th St. Gene Riopel and Rick <br />Flanagan stated they would like assurances that barriers would be put up to keep <br />trespassers from coming onto their property. Mr. Riopel owns agriculture property <br />adjoining the proposed golf area. <br />The public hearing was closed and the regular meeting reconvened at 7:37 PM. <br />Wil Harris - ball fields and golf area - Mr. Harris stated he would comply with <br />the restrictions planed on the project in order to proceed and complete the <br />enterprise. <br />Atkinson made motion, Rudisill seconded to consider the conditions for Wil Harris <br />at the current meeting. Aye: Rudisill, Olson, Atkinson. Nay: Lorch <br />Motion made by Atkinson, seconded by Olson to recommend approval of the Special Use <br />Permit for Wil Harris to construct two softball fields and approximately six golf <br />holes on the property adjacent to the Texan Bar with the following conditions; <br />1. Provide portable restroom facilities outside of the bar. <br />2. One ingress and egress through existing driveway on Highway 61. <br />3. Fences, birms, or plantings shall be set to control traffic and limit traffic <br />to the parking area only with the exception of maintenance equipment for the <br />recreational areas. <br />4. Restricted flight golf balls will be required. No other balls permitted and <br />notice of such rule posted in the area where green fees are collected. <br />5. Power alleys of the softball fields to have 15' high chainlink fence or densely <br />planted evergreens (only those lying north of home plate). If evergreens are <br />less than f iv e feet in height, a five foot snow fence shall be installed and <br />maintained until trees reach the five foot height. <br />6. Dudley Red Stitch, restricted flight softballs shall be used. <br />7. Site Plan Approval shall be required for golf course prior to any construction. <br />8. No lighting shall be provided on golf course or softball fields without amend- <br />ment to SUP. <br />9. Annual review shall be required. <br />10. Suitable letter of credit be provided, amount to be determined by City Council. <br />11. Approval by the City engineer and convents by Rice Creek shall be provided. <br />12. Alcoholic beverages permitted only in the form of,beer at ball fields. <br />All aye, motion carried. <br />
