MINUTES OF THE PROCEEIDNGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />October 9, 1985 <br />The regular meeting was called to order at 7:OOPM by Chairman Atkinson. <br />PRESENT:Schoeller, GRanger, Rudisill, Atkinson, Fashingbauer <br />ABSENT: Ray Olson <br />Motion made aby Rudisill to approve the Minutes of September 25, 1985 with <br />the following correction; <br />Jeff Peterson - SUP - Silt fencing to be placed along drainage easement. <br />All aye, motion carried. <br />Mr. Atkinson welcomed new member, Robert Olson to the commission and administered <br />the oath of office. <br />The regular meeting was recessed and the public hearing called to order at 7:05PM. <br />Harstad-Merila - Rezoning - Mr. Jim Merila presented the preliminary plan for <br />rezoning and deve oping 82 acres south of 8A and east of Highway 61. The plan <br />is in two phases. Phase 1 would include 25 acres or 54 units which is the <br />northern most property. The area would be serviced by a 15" sanitary sewer, <br />6" water main, and prospective homes would be in the $80,000 range. Harstad <br />and Assoc. have completed developments in the Plymouth, Woodbury, Champlain, <br />and Shoreview areas. Residents in protest to the development and in attendance <br />are as listed; <br />Tim & Trudy O'Connell, Nancy Bramstedt, Ron Chamberlain, H. Schletty, Jim <br />Bramstedt, Louis Bailey, Mary Knebel. Primary concerns were storm water run- <br />off, sewer assessments to surrounding area, concern for keeping Hugo rural, <br />more driveways entering on 8A, low land unsuitable for building, educational <br />costs, no recreational area for children. Liz Flaherty, Vic Koecher, Sue <br />and Ricardo Byron, and Joe and Pam Monno were also concerned about police <br />protection. <br />Harstad public hearing recessed at 7:45 PM and reconvened at 8:30PM to conduct <br />other public hearings. <br />Harstad hearing recessed and Charest/Castle Design public hearing opened at 7:45PM. <br />Richard Charest - Castle Design - John Tschida, 12855 HOmestead and Bob Anderson, <br />12788 Homestead were concerned that regulations are implied but not enforced. <br />They feel there could be an erosion problem and would like to avoid any run- <br />off into Sunset Lake. They would like to see a financial guarantee required <br />until the time a building permit is issued to insure conformance to the permit. <br />Charest/Castle Design public hearing closed and the Stroman hearing called to <br />order at 8:11PM. <br />Gordon Stroman - There was no public in attendance for commenting on the <br />rezoning . Public hearing closed at 8:20PM. <br />
