Planning Commission Minutes <br />Oct. 9, 1985 <br />Harstad-Merila Rezoning - The general concensus of the planning commission was that <br />the proposal would intrude on the rural atmosphere of the community, the soils in <br />the area are unstable for usch dense construction. Storm water runoff and storm <br />sewer could cause major problems and such a project would consist of 56% of the <br />projected growth for Hugo in two years which originally was expected to take 20 years. <br />The feeling was that it was a good plan but not for the City of Hugo. <br />Motion made by Rudisill, seconded by Granger to recommend approval of the Rezoning <br />for Harstad and Assoc. to rezone from SFE to SFU approximately 82 acres. <br />All opposed, motion failed. <br />Motion made by ATkinson, seconded by Fashingbauer to recommend denial of the rezoning <br />application for Harstad and Assoc. to rezone approximately 82 acres. All aye, motion <br />carried. Applicant will notify city hall if they wish to be placed on the Council <br />agenda. <br />Richard Charest - SUP - Motion made by Atkinson, seconded by Rudisill to recommend <br />approval of the request by Richard Charest for the Special Use Permit to fill lot <br />8, Block 1, Royalhaven Estates with the following conditions; <br />1. A letter of credit or bond be posted by applicant to insure; <br />A. Erosion control be maintained. <br />B. Fill to the limits of the plan accompanying application. <br />2. Ten foot drainage and utility easement along each lot line from Homestead to <br />Sunset Lake. <br />3. Sanitary sewer plan submittedto the City engineer and approved by the engineer <br />prior to issuance of building permit. <br />4. Footing plan be submitted and approved to the building inspector prior to <br />issuance of building permit. <br />5. A silt fence for erosion control be installled and approved by the city engineer <br />prior to filling. <br />6. Filling be limited to area and depths indicated on plan application. <br />7. Filling be completed within one year or permit becomes null and void. <br />AYE: Schoeller, Granger, Atkinson, Fashingbauer, Ray Olson NAY: Rudisill <br />Castle Design - SUP - Gregory Schmit- Mr. Schmit provided a topographic map of the <br />entire lot. Fill would be hauled from Lot 11 on the west side of Homestead Ave. <br />and placed on Lot 6 Block 1 on the east side of Homestead. Approximately 2,500 <br />to 3,000 cubic yards of material will be moved. The plan includes building on <br />both lots in the spring of 1986. <br />Motion made by Atkinson, seconded by Granger to recommend approval of the special <br />use permit for Castle Design to fill Lot 6 and remove material from Lot 11, Block <br />11, 2nd Addition with the following conditions; <br />1. A bond or letter of credit be posted by applicant to insure; <br />A. Erosion control be maintained. <br />B. Excavate to the limits of the plan accompanying application. <br />2. Ten foot drainage and utility easement along each lot lien from Homestead to <br />Sunset Lake. <br />3. Perc test on both lots be done prior to building permit issuance. <br />4. Silt fence be installed on both lots to be inspected by the city engineer. <br />5. Filling and excavation shall be limited to those areas and depths as indicated <br />on plans accompanying application <br />6. Filling and excavation shall be completed within one year or permit shall be- <br />come null and void. <br />7. All slopes on fill or exposed soils shall be no steeper than 3 to 1. <br />
