MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />December 26, 1984 <br />The regular meeting was called to order by Chairman Lorch at 7:00 PM. <br />PRESENT: Schoeller, Atkinson, Lorch, Potts, Rudisill, Olson <br />ABSENT: Fashingbauer <br />Motion made by Rudisill, seconded by Schoeller, to approve the minutesof Nov. <br />28, 1984 as submitted. All aye, motion carried. <br />Mr. Lorch scheduled a special meeting, public hearing on February 6, 1985, 7:00PM <br />to discuss the application of the White Bear Rod and Gun Club for an amended SUP. <br />The regular meeting was recessed and the public hearing called to order at 7:04 PM. <br />Frank Puleo - Public Hearing - Mr. Puleo would like to rezone 8.8 acres of his <br />9.8 to industrial for the purpose of conducting a manufacturing business out <br />of an accessory building. The one remaing acre would be reserved for a home - <br />site. Mr. Puleo and his associaties are constructing handicap grab bars. This <br />is a welding business using argon gas. After pieces are welded they are wiped <br />clean, not washed. <br />Ron Cressman, 6085 165th St. was present to state his objection to the rezoning. <br />The residents in the area have no problem with the business being conducted in <br />the building but do not feel it should be rezoned to accommodate them. A letter <br />from another resident, Gary Schoonover stating his objection was read. The <br />main concern of the residents are the high water table, possible storage of <br />dangerous materials and the possibility of selling the property to another less <br />desireable industrial use. <br />The public hearing closed and the regular meeting reconvened at 7:38 PM. <br />Frank Puleo - Rezoning - The general feeling of the commission was that to <br />rezone the property for 30 to 40 hours of work per month would be unreasonable <br />for the residents who live there 24 hours a day. <br />Motion made by Potts, seconded by Schoeller,ip recommend denial of the request <br />for rezoning for Frank Puleo from SFE to Industrial for the following reasons; <br />1. An industrial zoning in this case would constitute spot zoning. AS pro- <br />posed it would have a zoning of SFE on two side, and a zoning of agricul- <br />ture on the other two sides. <br />2. Applicant has stated at a number of previous planning commisiion and/or <br />city council meetings that his proposed barn would be for personal storage <br />only (boats, snowmobile, etc.). <br />3. Applicant has installed a commercial type metal fabrication shop in his barn <br />in violation of zoning ordinance 320-4 Subd. G and without making the nec- <br />essary applications to the City of Hugo. <br />4. The creation of an industrial zone next to sin le family estates is not <br />good planning (ie, black should not be placed ext to white, but should be <br />separated by one or more shades of gray). <br />
