Planning Commission Minutes <br />December 26, 1984 page 2 <br />Frank Puleo - cont. <br />5. The existance of homes both north and south of the proposed rezoning were con- <br />sidered in making this motion. <br />Aye: Schoeller, Atkinson, Olson, Rudisill, Potts. <br />Nay: Lorch. <br />Motion carried. Mr. Puleo will be placed on the council agenda of Jan. 7, 1985. <br />Sandy Borndale - Special Use Permit - Ms. Borndale would like to construct a <br />200' x 120' building to house an indoor riding ring and 40 horse stalls. She <br />owns 152- acres which are on three separate deeds (122, 12, 12). The barn would <br />be on the 122 acre parcel. The building would be approximately 600' from the <br />road (16237 Harrow). <br />Motion made by Lich , seconded by Atkinson to recommend approval of the special <br />use permit for Sandy Borndale, 16237 Harrow to construct a riding arena not to <br />exceed 24,000 square feet, subject to the following conditions; <br />1. Applicant must comply with all requirements of Rice Creek Watershed. <br />2. Applicant must comply with all necessary requirements as set forth by the <br />Minnesota PCA as regards to feedlots. <br />3. All parking necessary to this operation shall be on private property. <br />4. Applicant to provide for control of any dust created by their operation <br />(need for this requirement is because of a lack of acreage). <br />5. Site plan to be reviewed and approved by the City engineer prior to building <br />permits being issued.* <br />6. Applicant to reimburse the City of Hugo for any legal, engineering, or <br />inspection costs. <br />7. Special use permit to be reviewed annually. <br />8. Applicant has been made aware of the fact that due to the high concentration <br />of livestock, a test well may be needed in the future for the testing of <br />ground water. <br />9. Applicant shall provide a letter of approval from neighbors, two to the north <br />and one south. <br />10. Applicant to build a home prior to construction of riding arena or seek..a <br />SUP to construct arena first. <br />11. The City of Hugo reserves the right to impose additional requirements for noise <br />and lighting control if conditions dictate. <br />45A. Completed site plan to be approved by planning commission and/or City Council <br />before building permits are issued. <br />All aye, motion carried. <br />Motion made by Rudisill, seconded by Potts to adjourn at 10:00 PM.
