Hugo Planning Commission <br />September 24, 1980 <br />Page 2 of 3 <br />CARL SCHUNEMAN - LAND DIVISION <br />The Planning Commission will be dealing with applications for Land Division and <br />a Variance for one foot on Parcel 1. After further discussion with Mr. Schuneman, <br />it was determined that a variance will not be required because discrepancy is <br />so minimal. A public hearing will be scheduled after the necessary permits from <br />DNR and Rice Creek are obtained. The secretary was instructed to submit the per- <br />tinent data for Land Division and the proposed road to DNR and Rice Creek and <br />ask for their comments. Mr. Schuneman will have a new survey completed deleting <br />all land that does//deal with the Land Division. Drainage easements will also be <br />indicated. not <br />Motion made by McAllister, seconded by Lorch, to place this matter on the agenda <br />for the next regular Planning Commission meeting (October 8, 1980). <br />All aye. Motion Carried. <br />Motion made by Hanson, seconded by Peloquin, to add Jeff Barbour to the agenda. <br />All aye. Motion Carried. <br />JEFF BARBOUR - KENNEL <br />Mr. Barbour appeared before the Commission stating that he requires a change in <br />the building structure. The original plan was to construct an all block type <br />building, and the request now is to construct a concrete center and wings on <br />either side to be of metal material. The center portion would house the office <br />and reception area, and the wings would be used for the dogs. The change has <br />resulted because of the time element and financial problems. The basic plan will <br />remain the same. Mr. Barbour would like to have construction in three stages <br />rather than completing the entire project at once. Perc tests have been completed <br />but will require the City Engineer's approval. Mr. Barbour would like to start <br />construction of the first wing this year with completion of center section by one <br />year from now. The wings will be 40 x 80 and the center section 28 x 60. The wings <br />will all be insulated and should alleviate any noise factor. <br />Motion made by McAllister, seconded by Lorch, that the City Council recognize that <br />the properly insulated building versus the block building does not create the <br />need for an Amended Special Use Permit as the change is insignificant(1)Recommend <br />the City Council direct the Building Inspector to issue the appropriate permits <br />upon receipt of a letter from the City Engineer stating that the septic system <br />and tank utilized meet with Item 1 of the Special Use Permit. (2) That a con- <br />dition would be incorporated in Item 11, referenced the Letter of Credit, that <br />the applicant construct one wing and the center section, as indicated, be com- <br />pleted no later than one year from the date the Building Permits are issued. <br />VOTING FOR: Peloquin, Lorch, McAllister <br />VOTING AGAINST: Hanson <br />Motion Carried. <br />JOHN MOORE - REZONING <br />Mr. Moore was present and stated that he was unable to obtain Grace Development's <br />signature for the application for rezoning. Mr. Moore is requesting to rezone <br />Lots 2 - 11, Valley View Terrace, from SFE to SFU, for the purpose of construction <br />of multi -family units. (Block 1, accepted plat) <br />
