Hugo Planning Commission <br />August 26, 1981 <br />Page 2 of 3 <br />John Trippel - Variance <br />Motion made by Greger, seconded by Peltier, to recommend approval of the Variance <br />for John Trippel, to allow construction of a 24 x 40 garage 4' from the sideyard <br />property line instead of the required 5' setback. Variance granted in view of the <br />fact that present garage is located at 41, and neighbors have expressed, in writing, <br />no objections. The new structure will utilize the existing footings. <br />All aye. Motion Carried. <br />LAVE WOELTGE - SPECIAL USE PERMIT <br />Mr. Woeltge, 5747 150th Street, would like to move in an 18 x 20 garage (accessory <br />building). The property is in SFU zone, and a total of 260 sq ft is allowed for <br />accessory buildings. Mr. Woeltge provided a letter from adjoining property owners <br />stating that they.have no objection to Mr. Woeltge moving in the garage. <br />Motion made by Peloquin, seconded by Fashingbauer, to recommend approval of the <br />Special Use Permit for Dave Woeltge, 5747 150th Street, to move in an 18 x 20 <br />garage to be used for personal storage. <br />All aye. Motion Carried. <br />RICHARD MATTHEWS - SPECIAL USE PERMIT <br />Mr. Matthews has purchased 5.5 acres frau Mr. Tom Clark on 132nd Street. He would <br />like to construct a 20 x 24 garage on his property prior to construction of his <br />residence. The building would be used for storage and workshop while the house <br />is being constructed. Mr. Matthews submitted proof of ownership, along with a letter <br />from the fee owners stating they have no objections. A copy of the perc test was <br />given to Mr. Crever for his review, meeting with his approval. Matthews stated <br />that he had hoped to start construction of his residence this year, but because of <br />the present interest rates, would not be able to start until 1982. Greger stated <br />that similar requests had been made by Mr. Warnecke and Mr. Ray Olson, requiring <br />them to provide Letters of Credit, in the amount of $5,000, to insure that they <br />obtain a valid Building Permit. Knuteson felt that some assurance could be provided <br />by means of an insurance policy, in case of fire, or necessity to have the building <br />removed from the property. There were some members that felt that the cost of <br />financial guarantees should not be placed on applicants, even though similar requests <br />had been made on other applicants <br />Motion made by Greger, seconded by Hanson, to recommend approval of the Special Use <br />Permit for Richard Matthews, to construct a 20 x 24 accessory building prior to the <br />principal structure, with the stipulation that Mr. Matthews provide a Letter of <br />Credit, in the amount of $1,500.00. This condition to be eliminated when Mr. Matthews <br />obtains a valid Building Permit. <br />Discussion continued regarding the requirement for a Letter of Credit. Greger felt <br />that the City could not treat Mr. Matthews any different than previous applicants. <br />Fashingbauer thought that the City should consider a change because of the lending <br />circumstances. Knuteson commented again on a possible assignment on Matthew's in- <br />surance policy, and thought there could be a better way of handling the matter than <br />a Letter of Credit. He felt that the City should be N�ible, and not let the <br />past determine the future. Tom Crever stated that i7cost about $100 to tear a <br />building down, and quite a bit less than $1500 to have it removed.
