Cont. - June 8, 1983 minutes <br />action taken by the commission at their meeting of May 25th regarding the request <br />of Lee Stewart to divide one acre from seven for a building site. Mr. Lorch's <br />greatest concern was what the effect of allowing Mr. Shackle to construct a res- <br />idence with an on-site septic system wouldlave on the City of Hugo/Charpentier <br />agreement. Would the city allow Charpentier's to develop their property further? <br />McAllister stated that the agreement was entered into because of the sale of <br />property to the Charpentier's by Fred Fulbright. Mr. Fulbright was informed that <br />no more development could occur without benefit of city sewer. It was the concen- <br />sus of the City Council that before any more homes are allowed on this property <br />that it will be served by Sanitary sewer. Sanitrary sewer improvement could <br />be considered upon petition of 35% of the property owners or 4/5's of the Council <br />to vote in the affirmative to initiate an improvement project. It was the concensus <br />of the Council that they would not authorize/initiate a sanitary sewer improve- <br />ment project for that property. Mayor McAllister also stated that if the City was <br />requested to proceed with the recommendations of the Planning Commission, that Mr. <br />Stewart will have to make a cash deposit to the city to pay for any legal or <br />engineering cost that would be incurred." <br />Mr. Stewart was advised the amount of 500.00 would be considered adequate to <br />consider the matter further, which stould be deposited in an escrow account. <br />The possibility of building multi -family units in that area was also taken <br />into consideration. Mr. Stewart was informed that development of the property <br />would mean including sanitary sewer. storm sewer, lighting, streets and any <br />other city improvements. <br />Motion made by Lorch, seconded by Schoeller to recommend denial of the Shackle - <br />Stewart Minor Subdivision . All aye. Motion carried. <br />Mr. Stewart left the meeting without further comment or advice. <br />Motion made be Fashingbauer, seconded by Schoeller to adjourn the meeting at <br />9:35 PM.
