MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />October 12, 1983 <br />The regular meeting was called to order at 8:00 PM by Chairman <br />Lorch. <br />PRESENT: Lorch, Fashingbauer, Potts, Atkinson, Hanson, Schoeller <br />Mr. Raymond Olson was present and sworn in as a new member of the <br />Planning Commission. <br />Motion made by Hanson, seconded by Atkinson to approve the minutes <br />of September 28, 1983. All aye. Motion carried. <br />Joe Oman - Amended Special Use Permit <br />Several concerns were to be addressed, one regarding fire protection. <br />Pon Istovanovich was present to report on the conditions in the <br />existing park. He stated there was a problem hauling water through <br />the streets in the park, mainly because of poor snow removal in the <br />winter. By adding fire hydrantsin the park this road problem could <br />be eliminated. Mr. Oman stated if he was required to install fire <br />hydrants on his personal property they would not be used for the <br />neighboring industrial park. Ms. Carla 1,1ahl, Mr. Oman's attorney <br />was present and informed the planning commission that insisting <br />hydrants be installed would be unconstitutional. She stated that <br />mobile homes are regulated by the Minnesota State Board of Health <br />and a state pre-emption law prohibits municipalities from imposing <br />more stringent rules than the state. It was also noted that higher <br />construction standards and safety equipment have diminished the <br />possibilities of mobile home fires. Roger Nelson, engineer for <br />the park submitted the drainage plan which has already been approved <br />by Rice Creek Watershed. The ponding area would be located next <br />to the existing storm sewer system on the north and would then flow <br />west toward Highway 61. There would be an outlet on the bottom of <br />the pond for continuous drainage. It was suggested that the 3,000 <br />(approximately) sq. yds. of earth be used as a berm near the metal <br />company. Mr. Pigman, a resident in the park felt the protection <br />was adequate considering the few fires which occur. The following <br />is a complete list of concerns addressed with suggestions to sol- <br />utions to each problem. <br />1. Fire protection - since further expansion to the park <br />would only compound the problem and since the existing <br />roadways may not be in compliance with existing Minn. <br />Dept. of Health standards, it was recommended the the <br />City attorney and the attorney for the applicant dis- <br />cuss the issue prior to the City Council meeting with <br />special attention to Minnesota Statute 327.10 ET SEQ <br />(as sited by Ms. Wahl). <br />2. Tornado and storm shelter - Minn. Statute 327.20 <br />Subd. 1 Item 6 - the applicant shall submit a storm <br />
