(2) <br />be used for assessing the acceptability of this site. <br />Mr. Linnell stated that he felt about 10 dba was an acceptable level <br />of noise intrusion over the ambient background level. I now will state <br />what the various government regulations are... Attachment 71, Washington <br />County (state of 1,Unnesota) 724.01 <br />"Measurement of Noise. Any activity not expressly exempted <br />by this section which creates or porduces sound, regardless of <br />frequency exceeding the ambient noise levels at the property line <br />of any property by more than six decibels above the ambient noise <br />levels as designated in the following table at the time and <br />place and for the duration then mentioned, shall be deemed to <br />be a violation of the ordinance." <br />U.S. Code of Federal Regulations Book 24, page 229 also states 6 <br />decibels are to be used when considering intrusion levels. <br />Next, on page 224, U.S. Code of Federal Regulations Book 24, <br />attachment J#3 states and I quote... <br />11(9) Interior Noise Goals. It is a H.U.D. goal that the interior <br />auditory environment shall not exceed a day—night average sound <br />level of 45 decibels." "Emp'nasis shall be given to noise <br />sensitive interior spaces such as bedrooms." <br />On March 3, 1934, there was discussion about conducting a sound test <br />in the near future. I'd like to quote the following... <br />Minnesota Pollution Control ygency Rules on page 155, paragraph 00 <br />"Measurement Procedure A measurement procedure approved by the <br />director shall be used to determine the acceptability of sound <br />levels in a given area. Such measurements shall be made at the <br />point of human activity in the receiving area which is nearest <br />the noise source and which is typical for the Noise Area Clas— <br />sification category of the receiving area." <br />The U.S. Code of Federal Regulations Book 24, page 225, attachment #4 <br />states in regarding to measurement procedures... <br />"The standards shall usually apply at a location 2 meters (6.5 feet) <br />from the building housing noise sensitive activities, in the <br />direction of the predominant noise source." <br />Also, Attachment -#4 states... <br />
