Hugo Planning Commission <br />December 289 1977 <br />Page 3 of 6 <br />6. That lighting be provided to illuminate entire parking area. <br />7. That the bumper curbing or fencing be completed by June 30, 1978, as indicated <br />on the site plan. $29000 irrevocable letter of credit be provided to the city <br />to insure the completion of the curbing or fencing by June 30, 1978. <br />8. No parking be allowed on Highway 61 or the right -of -Tway. <br />Peloquin objected to the maximum of 600 people in the motion and to blacktopping. <br />Mr. Peloquin would like to review the Special Use Permit on October 19 1978. <br />Gillen made motion, seconded by McAllister, to delete "as per site plan" on motion <br />#7 about bumper curbing. <br />All aye. Motion carried. <br />Mr. Nielsen stated that they had no objections to the motion other than the motion <br />for blacktop. They didn't know if they would be able to regulate parking on <br />Highway 61 but would do everything in their power to deal with it. <br />Motion made by McAllister, seconded by Peltier, to amend the motion to delete the <br />restriction on the parking on Highway 61 #8. <br />Five ayes. Peloquin apposed. Motion carried. <br />VOTING FOR: Greger, Gillen, McAllister <br />VOTING AGAINST: Peloquin, Peltier, Ehret <br />Motion failed. <br />Mr. Nielsen asked about a mandatory review at a certain time to break the deadlock. <br />Motion made by Ehret, seconded by Peltier, that the Special Use Permit for Larry <br />and Richard Schmidt be approved subject to the following conditions: <br />1. Same as in the previous motion. <br />2. Same as in the previous motion. <br />3. The additional parking spaces required by ordinance be allowed to be crushed <br />rock for a period not to exceed 2 years beginning at July 19 1978. At the <br />end of said time the seating capacity is as was stated, that blacktop be <br />required for additional parking spaces. A $15,000 irrevocable letter of credit <br />shall be provided to the city to insure installation of blacktop to run <br />concurrent with the 2 years beginning with July 19 1978. Said crushed rock to <br />be installed by July 1, 1978. <br />Additional motions are same as in previous motion as amended. <br />Gillen interpreted Ehrets motion as a variance and he didn't feel that he could <br />vote for it. Ehret stated that it was not a variance but only an extension of <br />time. <br />VOTING FOR: Peloquin, Peltier, Gillen, McAllister, Ehret <br />VOTING AGAINST: Greger <br />
