Hugo Planning Commission <br />October 129 1977 <br />Page 2 of 4 <br />Country Squire — cont. <br />should have ready for the Planning Commission both applications for rezoning, proof <br />of ownership the location of the 66' easement, and some data on the expected <br />sewage flow Now many people). <br />Motion made by Peloquin, seconded by Peltier, to table the Country Squire's applica— <br />tion for rezoning until October 269 1977, awaiting the requested information. <br />VOTING FOR: Peloquin, Peltier, Greger, McAllister, and Ehret <br />ABSTAINED: Gillen <br />Motion Carried <br />SHIRLEY DUCKSTAD — SPECIAL USE PERMIT <br />Mrs. Duckstad would like to have a beauty shop in her home at 6800 177th Street. <br />They showed proof of ownership of 13 acres. Mrs. Duckstad stated there was ample <br />room for parking, and she had no objections from the adjoining property owners. <br />She also stated that she will be getting a license from the state to run the shop. <br />Motion made by McAllister, seconded by Gillen, to recommend approval of the application <br />for a Special Use Permit by Shirley Duckstad, subject to the following: <br />1. Special Use Permit is not transferable to a new property owner. <br />2. The beauty shop be restricted to one operator. <br />3. Permit one sign on the property within the restrictions of the sign ordinance. <br />VOTING FOR: Peloquin, Peltier, Greger, Gillen, McAllister, and Ehret <br />Motion Carried <br />RAYMOND OLSON — VARIANCE <br />Mr. Olson requested a variance to build a 40 x 26 garage prior to the construction <br />of his home. He stated he will be building the home in the spring of 1978. <br />Peltier read the ordinance, 320-5, Subdivision H, stating that no accessory <br />building or use shall be constructed or developed on a lot prior to the time of <br />construction of the principal building to which it is accessory, except by Special <br />Use Permit (page 38). Mr. Olson will be purchasing approximately 5.28 acres. <br />McAllister stated that he should get a letter from an attorney stating that he is <br />the owner of the property. Koe,stated that he would not like to see approval <br />because many people do not follow Aith the construction of the house. McAllister <br />suggested that Mr. Olson obtain a bond or irrevocable letter of credit in the amount <br />of $59000 to assure that a home is constructed. <br />Motion made by McAllister, seconded by Greger, to recommend approval of the Special <br />Use Permit for Raymond Olson, subject to the following: <br />1. That construction of Mr. Olson's home begin no later than June 19 1978. <br />2, Mr. Olson to provide the city with an irrevocable letter of credit from a <br />recognized lending institution in the amount of $5000.00 <br />3. Mr. Olson to provide proof of ownership to the City Council within the esta— <br />blished guidelines. <br />4. The irrevocable letter of credit to be released when a Building Permit for a <br />residence is obtained. <br />
