Hugo Planning Commission <br />August 10, 1977 <br />Page 3 of 4 <br />Ronald Granger - cont, <br />Motion made by Peloquin, seconded by Gillen, that the Planning Commission <br />recommend approval of Lena Granger's request for minor subdivision, and <br />be placed on record as a legal document. Mr. Granger was instructed <br />to present proof of ownership at the City Council meeting. <br />VOTING FOR: Peltier, Peloquin, Greger, Rosenquist, Gillen, and McAllister <br />Motion carried. <br />Grace Development - Minor Subdivision <br />Mr. Harry Weaver presented the Commission with records of log borings <br />and perc tests on Lots 1, 2, and 3. Mr. Kuusisto, City Engineer, <br />also inspected the site on August 13, 1977, and submitted a written <br />report. Mr. Kuusisto had suggested possible alternatives to a standard <br />sewer system, but Mr. Schwab stated they would all involve a certain <br />risk. A lengthy discussion ensued regarding the numerous engineering <br />reports for the proposed subdivision. Gillen stated that he can find <br />nothing to indicate that a system cannot work under the items dis- <br />cussed by himself and Mr. Kuusisto. If you went back to Mr. Kuusisto's <br />report, they are well within the limits. He stated that Kuusisto <br />has given 99% of the same answers he had given to the Commission. <br />McAllister stated that in all three engineering reports, he could not <br />find a positive statement that a system could work. He went on record <br />as stating the city does not accept that portion of the Braun Engineering <br />Report stating that they city should accept responsibility of the <br />system. Mr. Schwab could see only one solution and that would be'to <br />split the three lofts into two, and fill the Lot 2 area. %2 t. <br />-�� Cti � /b � � <br />Motion made y i eltler, se oided by Greger;torecommend approval of <br />the minor subdivision for Grace Development, subject to the following: <br />1. Install two monitoring wells for Lot 1. Let fill stand for <br />one year. <br />2. Build sewer on Lot 2 for Lot 1 on a permanent easement. <br />3. Permanent easement to be released only when a standard system <br />could be installed on Lot 1, after the fill has set for one <br />year, or if municipal sanitary sewer is available. <br />4. Easement to be drawn up by the buyer and seller, subject to <br />City Attorney's approval. <br />5. Monitor wells for at least one year. The City Engineer should <br />specify the time for the monitoring, location of the well, and <br />the amount of fill. <br />6. The Building Inspector will monitor the wells. <br />7. Fill should also be placed on Lots 2 and 3 at this time. <br />Peloquin recommended obtaining a letter of credit, but Commission felt <br />it was unnecessary. <br />
