Hugo Planning Commission <br />July 27, 1977 <br />Page 2 of 5 <br />Wayne Bjorum - Minor Subdivision <br />Previous city records were checked out, and it was determined that <br />the City Council had approved the subdivision on October 1, 1973. <br />Therefore, Parcel D is acceptable to sell. <br />Motion made by Peltier, seconded by Peloquin, that the records show <br />the subdivision plat of Wayne and Pamela Bjorum dated September 17, <br />1973, was approved by the City Council on October 1, 1973, therefore, <br />it is the opinion of the Planning Commission that Parcel D can be <br />sold as is. <br />VOTING FOR: Ehret, Peloquin, Peltier, Greger, Gillen, and McAllister <br />Motion Carried. <br />Grace Development - Minor Subdivision <br />Washington County Planner, Bill Schwab, presented a written report <br />regarding borings done on Lot 1 of the subdivision. Roger Johnson, <br />Soil Scientist, and Thomas Anderson, Building Inspector II, found <br />that a mottled soil condition was first observed varied from approxi- <br />mately 27" to 4' below the existing ground surface. Mr. Tschida <br />was present when borings were being done, and he indicated he had <br />done some additional work and said he had found mottling at 5' on <br />Lots 2 and 3. It was Mr. Schwab's determination that Lot 1 is not <br />a buildable site, and that Lots 1, 2, and 3 should be combined into <br />one lot. Mr. Peloquin stated that he has always been opposed to <br />these three lots for private septic system. Gillen was opposed to <br />terminology of high water table. Mottling could be caused from <br />many years ago. He described his findings, and would not acknowledge <br />a seasonal high water table in that area. <br />Gillen made motion to recommend approval of Grace Development's re- <br />quest for Minor Subdivision on Lot 1 only, and hold on Lots 2 and 3 <br />until final perc tests are provided by Grace Development, and it we <br />do not have all the information required, should have some regulation <br />that matter can be brought back just so many times in one year. <br />Motion failed for lack of second. <br />Gillen made motion, seconded by Peltier, to recommend approval of <br />Grace Development's request for Minor Subdivision on Lot 1 only and <br />hold on Lots 2 and 3 until perc test and soil borings are provided <br />by Grace Development. <br />VOTING FOR: Ehret, Peltier, and Gillen <br />VOTING AGAINST: Peloquin, Greger, and McAllister <br />Motion failed for lack of majority <br />
