Hugo Planning Commission <br />April 13, 1977 <br />Page 3 of 4 <br />Jim Olson - Fire Protection <br />Mr. Olson was asked to report on the capabilities of the Fire Depart- <br />ment in regard to apartments. The Fire Department feels they cannot <br />put a size on a building, therefore, will have to look at each on <br />an individual basis. They would have no problem with a two story <br />building. They could not handle a three story unless the botton <br />was under the ground. Mr. Olson suggested the use of sprinkling <br />systems. <br />Bruce & Jeanette Charpentier <br />Motion made by Greger, seconded by McAllister, to recognize Bruce <br />Charpentier. <br />All aye. Motion carried. <br />The Charpentier's are questioning whether they would be permitted <br />to build a house on a lot that is 4' under the required front footage <br />of 801. Ehret stated they would be granted a variance by virture <br />of no more land available. They were instructed to consult with <br />City Engineer, Howard Kuusisto, regarding their questions about <br />sewer and water. Mr. Charpentier to come back with the survey. <br />Metro Systems Statement <br />Mr. Greger presented a resolution regarding Open Space in the <br />Bald Eagle area, as shown on the systems statement. City Council <br />representative, Larry Irsfeld, stated that Mayor LaValle would like <br />to hold a special meeting with the City Council and Planning Commission. <br />Greger would like to get the resolution to the Metro Council before <br />the dead line of April 14, 1977. Ehret commented that the City Coun- <br />cil and Planning Commission is already on record as opposing the ac- <br />quisition of land in Hugo for Open Space. Irsfeld stated that the <br />final statement would be ready on June 1, 1977, and that the 30 day <br />dead line was nothing concrete. Schwab said that a letter should <br />be submitted stating Hugo's position, but leave the door open for <br />other suggestions that may be brought up at the special meeting. A <br />copy of the letter sent to Mr. John Boland, Metropolitan Council, <br />was placed on file. <br />Motion made by Greger, seconded by Peltier, to approve the letter <br />sent to John Boland, and the subsequent resolution. <br />All aye. Motion carried. <br />Mr. Ehret was instructed to investigate the possibility of hiring a <br />full time planning consultant. Mr. Ehret has written a letter to <br />Mr. Ralph Rapson, University of Minnesota, asking his to furnish <br />names and firms that could possibly serve Hugo in this capacity. <br />Additional funds are available to cover this cost. Washington <br />County Planning Department is over worked, and will be less able to <br />assist. <br />
