MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />March 23, 1977 <br />The meeting was called to order at 8:02 P.M. by Chairman Larry Ehret. <br />PRESENT: Ehret, Peltier, Peloquin, Greger, Gillen, Rosenquist, and <br />McAllister. Larry Irsfeld, Hugo City Council, was also in attendance. <br />Motion made by Peltier, seconded by Peloquin, <br />of March 9, 1977 after the following changes <br />Stephen Gutting ?10th line) should read — By <br />Road easements Ord line) should read — if we <br />All aye. Motion carried. <br />Delmar Strandberg — Rezoning <br />to approve the minutes <br />are made: <br />granting this variance <br />should consider <br />Mr. Strandberg would like to sell five acres with an existing building <br />on land that is presently zoned conservancy. Mr. Bill Schwab submitted <br />a written report on the rezoning request and stated that the land is <br />zoned conservancy because the land is subject to a high water table. <br />It was the general concensus of the commission that a rezoning of the <br />land be denied. Mr. Ehret advised Strandberg that he would have to <br />prove there is a building site before a rezoning could be considered. <br />Motion made by Greger, seconded by Gillen, that the Planning Commission <br />recommend denial to the City Council of the rezoning request because <br />of the zoning ordinance. Land is zoned conservancy for a good reason. <br />The request is inconsistent with the zoning laws and comprehensive <br />plan. <br />VOTING FOR: Ehret, Peltier, Peloquin, Greger, Gillen, Rosenquist, and <br />McAllister <br />Motion carried. <br />Road Easements <br />Bill Schwab's recommendation on road easements was read by Ehret. <br />Mr. Ehret reaffirmed the attorney's and engineer's compliance with the <br />decision to grant a 30' easement to Stephen Gutting. The 300' frontage <br />is not considered on large acreage. To get a building permit, you <br />need only have access to the road. <br />Ron Goulette — Ro-yal Haven Golf Course <br />Mr. Goulette would like to set up an 18—hole golf course, situated on <br />134 acres. Mr. Goulette presented a contour map as from Carley & <br />Associates as the land supposedly lies today. The clubhouse is to be <br />a block structure with approximately 4,000 sq ft on two floors. Mr. <br />Goulette wanted preliminary approval of the golf course before any <br />more expenses were to be incurred. As a whole, the commission was <br />
