Section 4. The secretary shall keep the minutes <br />and recor- s of the Commission; and, with the <br />assistance of such staff as is available, shall <br />prepare the anenda of regular and special meetings <br />under the direction of the Chairman, provide notice <br />of all meetings to Commission members, ?rrange proper <br />and legal notice of hearings, attend to correspondence <br />of t!^e Commission and such other duties as are normally <br />carried out by a secretary. The Secretary shell not <br />be a member of the Commission. <br />Section 5. The Treasurer shall maintain and keep <br />records of all receipts and disbursements, which <br />records shall be audited annually by an Auditing <br />Committee of three appointed by the Chairman. A <br />copy of the annual audit shall be furnished to each <br />member of the Commission, each member of the City <br />Council, and others as directed by the Chairman. <br />ARTICLE V ELECTION OF OFFICERS <br />Section 1. An annual organization meeting shall be <br />held on the first regular meeting of each year. <br />Section 2. Nominations shall be made from the floor <br />at the annual organization meeting, and election of <br />the officers specified in Article IV, Section 1, <br />shall follow immediately thereafter. <br />Section 3. q candidbte receiving a majority vote of <br />the entire membership of the Planning Commission shall <br />be declared effected and shall serve for one year or <br />until his successor shall take office. <br />Section 4. Vacancies in office shall be filled Imm- <br />ediately by regular election procedure. <br />ARTICLE VI MEETINGS (Amended Jarnaary 10, 1975) <br />Section 1. Meetings spall be held on the second <br />Wednesday and, at the cQll of the chairman, the fourth <br />Wednesday of each month. The meetings shall begin no <br />later than 8:30 P.M. In the event of a conflict with <br />holidays or other events, a majority at the meeting <br />previous to the one in conflict may change the date <br />to resolve the conflict. <br />Section 2. A quorum shall consist of four members. <br />The number of votes necessary to transact business <br />shall be three. Voting shall be by roll call. A <br />record of the roll call vote shall be kept as a part <br />of the minutes. <br />Section 3 . Special meetings may be called by the <br />Chairman. It shall be the duty of the Chairman to <br />call a special meeting when requested to do so by a <br />majority of members of the Commission. The Secretary <br />
