Motion Carried. <br />FRED BENSON — SPECIAL USE PIT31IT <br />Mr. Haggerty, Benson's attorney, stated that 217 acres have been purchased. The <br />agreement was contingent on obtaining permit for the construction of the dog kennel. <br />Mr. Haggerty's main concern was that after the permit was issued, there could be the <br />possibility of future Planning Commission or City Council revoking the permit. .Ehret <br />stated that as long as the conditions of the permit were met, there should be <br />no problem. The kennel would house approximately 40 dogs, maixmum. Mr. Rossbach, the <br />kennel's designer, stated that the original plans called for 30 runs, but for economic, <br />reasons, may be reduced to 20 runs. The walls of the kennel will be constructed of <br />concrete blocks, and have flushed, honeycombed doors. The kennel will have three <br />septic systems. The center system will be the typical septic system; the other two <br />will only handle liquids. Gillen stated that he would like to know the dba at the <br />walls,, and the transmission lost. Mr. Haggerty stated that approximately 150 acres <br />willi?Cused in the farming operation. Mr. Benson stated that there will be a minimum <br />amount of shooting necessitated in the training of the dogs. There will be no dog <br />trials on the property. Most of the ammunition used will be from a blank pistol, with <br />very little real ammunition used. The amount of shooting will vary, depending on <br />necessity. <br />r?otion made by McAllister, seconded by Peltier, to set a public hearing for September 139 <br />1978, at 7:30 PM, Hugo City Hall, t� consider the request of Fred Benson for a <br />Special Use Permit *6' -construction` dog; kennel. The following information is to be <br />provided for the hearing: <br />1. Proof of ownership <br />2.. Property names within 300' of the perimeter of the land in question. <br />3. Noise emission at outer walls, and sound transmission loss at the weakest walls & doors <br />4. Perc tests and borings <br />5. Current site and construction plans <br />6. Parking lot area <br />7. Septic System design <br />8. Amount of shooting involved <br />All aye. i:otion Carried. <br />
