YiINI, TI,,S OF THE PROCEEDINGS OF THE HUGO PLANNING C01 1ISSION August 239 1978 The meeting was called to order by Chairman Larry Ehret at 8:03 PM. PRESENT: Ehret, Peloquin, Peltier, Greger, Gillen, Woeltgel, and McAllister Potion made by Peltier, seconded by Peloquin, to approve the minutes of August 99 1978, after the following changes have been made: Page 2 ('Jheeler� — Mr. Wheeler is proposirLT Page 2 LaCasse — if a Special Use Permit were to be issued All aye. Motion Carried. FRED BENSON — SPECIAL USE PIT31IT Mr. Haggerty, Benson's attorney, stated that 217 acres have been purchased. The agreement was contingent on obtaining permit for the construction of the dog kennel. Mr. Haggerty's main concern was that after the permit was issued, there could be the possibility of future Planning Commission or City Council revoking the permit. .Ehret stated that as long as the conditions of the permit were met, there should be no problem. The kennel would house approximately 40 dogs, maixmum. Mr. Rossbach, the kennel's designer, stated that the original plans called for 30 runs, but for economic, reasons, may be reduced to 20 runs. The walls of the kennel will be constructed of concrete blocks, and have flushed, honeycombed doors. The kennel will have three septic systems. The center system will be the typical septic system; the other two will only handle liquids. Gillen stated that he would like to know the dba at the walls,, and the transmission lost. Mr. Haggerty stated that approximately 150 acres willi?Cused in the farming operation. Mr. Benson stated that there will be a minimum amount of shooting necessitated in the training of the dogs. There will be no dog trials on the property. Most of the ammunition used will be from a blank pistol, with very little real ammunition used. The amount of shooting will vary, depending on necessity. r?otion made by McAllister, seconded by Peltier, to set a public hearing for September 139 1978, at 7:30 PM, Hugo City Hall, t� consider the request of Fred Benson for a Special Use Permit *6' -construction` dog; kennel. The following information is to be provided for the hearing: 1. Proof of ownership 2.. Property names within 300' of the perimeter of the land in question. 3. Noise emission at outer walls, and sound transmission loss at the weakest walls & doors 4. Perc tests and borings 5. Current site and construction plans 6. Parking lot area 7. Septic System design 8.
