RFP APPROVAL_ (ENGINEERING SERVICES At the Council meeting of January 3, 1994, staff was directed to prepare a Proposal requesting submission of qualifications for the provision of engineering services to the community. LeroUX made motion, Miron seconded, to approve the Request for Proposal, as prepared by the City staff, for publication. VOTING AYE: Barnes, Brunotte, LerOUX, Miron VOTING NAY: Stoltzman Motion Carried. Mayor Stoltzman stated that he voted no on the motion because he was not in favor of changing engineering firms at this time. ELMCREST BRIDGE JOINT POWERS AGREEMENT ELMCREST BRIDGE REPLACEMENT AGREEMENT WITH WASHINGTON COUNTY Washinqton County would like to enter into an Agreement with the City regarding construction of the new bridge on Elmcrest Avenue over Hardwood Creek. This Aqreement would commit the City to the project, and would allow the County to request bids. Lino Lakes has indicated, verbally, that they will participate in the project, and a Joint Powers Agreement has been drafted by the City Attorney. If the City enters into the Agreement with Washington County at this time, it would be totally liable for all costs in the construction of the bridge, with no signed guarantee from Lino Lakes in their cost-sharing of the project. The County desires this Agreement as soon as possible in order to meet the construction schedule for the bridge. Staff recommended approval of the Agreement, subject to the City entering into a Joint Powers Agreement with the City of Lino Lakes for construction of the bridge and its future maintenance. Miron made motion, Leroux; seconded, to approve the Joint Powers Agreement, between the City of Hugo and the City of Lino Lakes, for the construction and maintenance of the new bridge on Elmcrest Avenue over Hardwood Creek:. Leroux; made motion, Miron seconded, to approve the Agreement between Washington County and the City of Hugo, for the construction of Bridge No. 97720 on Elmcrest Avenue, subject to an executed Joint Powers Agreement between Hugo and Lino Lakes. All aye. Motion Carried.
