City Council meeting of January 24, 1994 <br />Page 4 <br />Miron made motion, Stoltzman seconded, to adopt RESOLUTION 94-1, <br />RESOLUTION AUTHORIZING EXECUTION OF PROXY IN FAVOR; OF CERTAIN AMENDMENTS <br />TO THE DECLARATION OF TRUST OF THE M 11VNESU T (4 MUN 1 C 1 F'i=AL MONEY MARKET FUND. <br />VOTING AYE: Barnes, Brunotte, LeroUX, Miron, Stoltzman <br />Motion Carried. <br />RFP APPROVAL_ (ENGINEERING SERVICES <br />At the Council meeting of January 3, 1994, staff was directed to prepare a <br />Proposal requesting submission of qualifications for the provision of <br />engineering services to the community. <br />LeroUX made motion, Miron seconded, to approve the Request for Proposal, <br />as prepared by the City staff, for publication. <br />VOTING AYE: Barnes, Brunotte, LerOUX, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />Mayor Stoltzman stated that he voted no on the motion because he was not <br />in favor of changing engineering firms at this time. <br />ELMCREST BRIDGE JOINT POWERS AGREEMENT <br />ELMCREST BRIDGE REPLACEMENT AGREEMENT WITH WASHINGTON COUNTY <br />Washinqton County would like to enter into an Agreement with the City <br />regarding construction of the new bridge on Elmcrest Avenue over Hardwood <br />Creek. This Aqreement would commit the City to the project, and would <br />allow the County to request bids. Lino Lakes has indicated, verbally, <br />that they will participate in the project, and a Joint Powers Agreement <br />has been drafted by the City Attorney. If the City enters into the <br />Agreement with Washington County at this time, it would be totally liable <br />for all costs in the construction of the bridge, with no signed guarantee <br />from Lino Lakes in their cost-sharing of the project. The County desires <br />this Agreement as soon as possible in order to meet the construction <br />schedule for the bridge. Staff recommended approval of the Agreement, <br />subject to the City entering into a Joint Powers Agreement with the City <br />of Lino Lakes for construction of the bridge and its future maintenance. <br />Miron made motion, Leroux; seconded, to approve the Joint Powers Agreement, <br />between the City of Hugo and the City of Lino Lakes, for the construction <br />and maintenance of the new bridge on Elmcrest Avenue over Hardwood Creek:. <br />All aye. Motion Carried. <br />Leroux; made motion, Miron seconded, to approve the Agreement between <br />Washington County and the City of Hugo, for the construction of Bridge No. <br />97720 on Elmcrest Avenue, subject to an executed Joint Powers Agreement <br />between Hugo and Lino Lakes. <br />All aye. Motion Carried. <br />
