Citi/ Council meeting of April 18, 1994 <br />Page 4 <br />Brunotte made motion, Barnes seconded, that the City of Hugo accept the <br />traffic study for WHITE BEAR MEADOWS, as prepared by City Engineer, Joel <br />Dresel. <br />All aye. Motion Carried. <br />(COUNCIL MEMBER BARNES LEFT THE MEETING AT 9:00 PM.) <br />STREET DESIGN (DUCK; PASS) <br />On February 7, 1994, the Hugo City Council approved the preliminary plat <br />known as DUCK: PASS, located in the S 1/2 of the NW 1/4 in the N 1/2 of the <br />SW 1/4, T31, R21W. As part of this approval, the Council reiterated the <br />City's policy to require concrete materials in the construction of curb <br />and gutter. Mr. Dan Dolan, project developer, is requesting the Council <br />reconsider the use of concrete curb and gutter given the development's <br />rural nature, large lots, and the high cost of concrete curb and gutter. <br />As a rural development, the City does not require curb and gutter on the <br />streets proposed. It is the staff's opinion that where curb and gutter <br />are necessary as part of street design, that concrete materials be used in <br />order to avoid the near-term replacement of the curb and gutter and the <br />resulting assessments on the future home owners. Staff saw no objection <br />to removing the curb -and gutter from the project's design, given <br />engineering review shows that it is not necessary to control storm water <br />or erosion. Attorney stated, if approved, he would change the Developmeâ–º <br />Agreement to reflect a rural section road. <br />Miron made motion, Leroux seconded, <br />installed in the subdivision Known <br />required where mandated by the City <br />All aye. Concrete shall be <br />Engineer. <br />RESOLUTION (TRAFFIC SIGNAL AT COUNTY RD 8 AND HIGHWAY 61) <br />An agreement between MNDOT, Washington County, and the City of Hugo <br />regarding future maintenance of the traffic signal to be place at C.R. 8 <br />and Highway 61, was approved by motion by the Hugo City Council on April <br />4, 1994. MNDOT has requested that this approval be made by resolution. <br />Stoltzman made motion, Miron seconded, to adopt RESOLUTION 94-7, A <br />RESOLUTION APPROVING AN AGREEMENT WITH MNDOT FOR THE INSTALLATION OF A <br />TRAFFIC CONTROL LIGHT AT HIGHWAY 61 AND COUNTY ROAD S. <br />All aye. Motion Carried. <br />1994 PARK MAINTENANCE <br />Mr. Floyd Laska has indicated a willingness to continue maintaining city <br />parks during 1994, with no increase from 1993. The current rate for Mr. <br />Laska is $25.00 per hour, including machine for grass cutting, and $15.00 <br />per hour for general maintenance. Staff recommended approval of the <br />contract, as proposed. <br />
