The meetinq was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Leroux, Miron, Stoltzman <br />Brunotte arrived at 7:05 PM' <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Joel Dresel <br />City Clerk, Mary Ann Creager <br />Barnes made motion, Miron seconded, to approve the minutes for the City <br />Council meeting of September 12, 19949 as amended' <br />All aye. Motion Carried. <br />Leroux made motion, Miron seconded, to approve the minutes for the special <br />Council meeting of September 12, 1994, as submitted. <br />All aye. Motion Carried. (COUNCILMAN BRUNOTTE ARRIVED AT 7:05 PM.) <br />Miron made motion, Leroux seconded, to approve the claims for September <br />19, 1994, in the amount of $32,856'03' <br />All aye. Motion Carried. <br />On September 6, 1994, the Hugo City Council considered the request of <br />Terrance and Josephine Young, 17396 Ingersoll Ave', to rezone 20 acres of <br />their property located on Ingersoll Avenue in Section 3, T31N, R21W, from <br />conservancy to agriculture. After consideration, the Council denied the <br />request for rezoning, and directed the City Attorney to prepare findings <br />of fact for the denial based on the Council's discussions. <br />Barnes made motion, Leroux seconded, to accept the Findings of Fact, as <br />prepared by the City Attorney, outlining the Council's reasons for denial <br />of the application of Terrance and Josephine Young to rezone their <br />property. <br />All aye. Motion Carried. <br />IN -PROGRESS REVIEW (REQ.YCLING: POLjCY). <br />Based on funding provided by the County, the City of Hugo hired Laurie <br />Mesera-Kerr, an administrative intern, to assist the City Administrator <br />and the Council in preparing a solid waste/recycling plan for the City of <br />Hugo. Such a plan is required by law. Mrs. Kerr appeared before the <br />Council with an explanation of the process she is using in developing the <br />required policies. She would like a focus group, comprised of citizens <br />from the community, to aid in development of the recycling and mandatory <br />garbage collection ordinances, and asked that the Council provide guidance <br />on individuals who may be interested in serving on such a committee. <br />
