The meetinq was called to order by Mayor Stoltzman at 7:00 PM. PRESENT: Barnes, Leroux, Miron, Stoltzman Brunotte arrived at 7:05 PM' City Administrator, Robert Museus City Attorney, Greg Galler City Engineer, Joel Dresel City Clerk, Mary Ann Creager Barnes made motion, Miron seconded, to approve the minutes for the City Council meeting of September 12, 19949 as amended' All aye. Motion Carried. Leroux made motion, Miron seconded, to approve the minutes for the special Council meeting of September 12, 1994, as submitted. All aye. Motion Carried. (COUNCILMAN BRUNOTTE ARRIVED AT 7:05 PM.) Miron made motion, Leroux seconded, to approve the claims for September 19, 1994, in the amount of $32,856'03' All aye. Motion Carried. On September 6, 1994, the Hugo City Council considered the request of Terrance and Josephine Young, 17396 Ingersoll Ave', to rezone 20 acres of their property located on Ingersoll Avenue in Section 3, T31N, R21W, from conservancy to agriculture. After consideration, the Council denied the request for rezoning, and directed the City Attorney to prepare findings of fact for the denial based on the Council's discussions. Barnes made motion, Leroux seconded, to accept the Findings of Fact, as prepared by the City Attorney, outlining the Council's reasons for denial of the application of Terrance and Josephine Young to rezone their property. All aye. Motion Carried. IN -PROGRESS REVIEW (REQ.YCLING: POLjCY). Based on funding provided by the County, the City of Hugo hired Laurie Mesera-Kerr, an administrative intern, to assist the City Administrator and the Council in preparing a solid waste/recycling plan for the City of Hugo. Such a plan is required by law. Mrs. Kerr appeared before the Council with an explanation of the process she is using in developing the required policies. She would like a focus group, comprised of citizens from the community, to aid in development of the recycling and mandatory garbage collection ordinances, and asked that the Council provide guidance on individuals who may be interested in serving on such a committee.
