City Council meeting of September 19, 1994 <br />Page 2 <br />BALD EAGLE LAK.*.E ACCESS <br />At the special Council meeting of September 12, 1994, the Council <br />requested that the issue of the Bald Eagle Lake access at 121st Street be <br />placed on tonight's agenda. There was a lengthy discussion regarding <br />safety conditions at the site, and some unwillingness to close the access <br />without establishing a new one. <br />Brunotte made motion, Miron seconded, directing staff to locate an <br />alternate site for access to Bald Eagle Lake, and provide this information <br />to the Council for consideration as to whether or not to close the 121st <br />Street access for winter use. <br />All aye' Motion Carried. <br />PROPOSED ONEKA ESTATES SUBDIVISION <br />Mr. Jack Kornovich, developer of the proposed Oneka Estates Subdivision, <br />appeared before the Council regarding the easements for a second, street <br />access to the site. Attorney Galler reviewed his report relative to the <br />submitted easement documents' There was then a lengthy discussion <br />regarding future development and roadways in the area. Mr. Kornovich <br />asked the Council if there was an ordinance requiring dual access for a <br />major subdivision, and the response was no. He also requested that the <br />three-year limit on the access easement remain in place, as requested by <br />Rosemary Linden. <br />Brunotte made motion, Barnes seconded, to amend the conditions of <br />preliminary plat approval for the development known as ONEKA ESTATES <br />(White Bear Meadows) to allow the developer to provide the City a <br />temporary, second road access for three years instead of the indefinite <br />period originally specified' All other concerns raised by the City <br />Attorney, in his letter of 9/16/94 regarding the easement, shall be met as <br />a condition of final plat approval. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />DISCIPLINARY HEARING <br />The disciplinary hearing regarding allegations of misconduct made against <br />a member of the Hugo Volunteer Department was continued from September 6, <br />1994 to tonight's meeting. In order to complete consideration in this <br />matter, the continued hearing has been scheduled for 8:30PM. <br />Stoltzman made motion, Brunotte seconded, to recess from open City Council <br />meeting to closed City Council meeting. Pursuant to the provisions of <br />Minnesota Statutes 471.705, we close the public portion of this meeting <br />and adjourn into a closed session for a disciplinary hearing to consider <br />allegations or charges against an individual subject to our authority. <br />All aye. Motion Carried. <br />
