Hugo Planning Commission <br />March 89 1978 <br />Page 4 of 5 <br />Mr. Perez suggested that the Commission consider the following: <br />1. Limiting the load size and the number of shots. <br />2. Curfews <br />3. Hours of operations <br />4. Number of people using the facility <br />ped <br />In essence, Pair. Perez said that the R&A could not give any concrete standards, and <br />it was up to the community to determine what they could live with. There have been <br />some states that have set up impulsive noise standards, and Mr. Perez will forward <br />these documents to City Hall. Mr. Perez gave several examples of decibels as they <br />relate to every day living. He was also optimistic that some kind of standards re— <br />lating to impulsive noise could be determined by the end of summer of this year, 1978. <br />Mr. Prokosh stated that he had gone to the club's board with the Commission's ideas <br />as to acceptable hours and days of operation. The board was reluctant to accept <br />these new concepts, but he will again reiterate these proposals to them. <br />Gillen felt that the Special Use Permit should be denied until the courts gave a <br />ruling on the White Bear Rod & Gun Club. He felt the Commission should be looking <br />at long range planning, and that Hugo should not have to have two gun clubs only <br />one mile apart from each other. Chairman Ehret questioned the legality of such a <br />proposal. He was not sure that if the Commission moved to deny, and the motion <br />was upheld, whether they could reapply. It was also mentioned that there is a 60 <br />day time limit to act on a Special Use Permit. <br />Motion made by Gillen, seconded by Peltier, that the application by the Bald Eagle <br />Sportsman Association for a Special Use Permit be denied until considerations on the <br />White Bear Rod & Gun Club are resolved and then ask that the Bald Eagle Sportsman <br />Association submit another application at that time. There should also be available <br />regulations concerning impulsive noises from MPCA when both those items are <br />determined. The Bald Eagle Sportsman Association should then reapply for a Special <br />Use Permit. <br />VOTING FOR: Peltier and Gillen <br />VOTING AGAINST: Peloquin, Greger, McAllister, and Ehret <br />MOTION FAILED. <br />Motion made by Peloquin, seconded by McAllister, to table the matter until April 12, <br />1978, for time to obtain legal advice, and the club to get the information requested <br />of them. Matter to be placed last on the agenda. <br />VOTING FOR: Peloquin, Peltier, Greger, McAllister, and Ehret <br />VOTING AGAINST: Gillen (because of time period) <br />MOTION CARRIED. <br />
