" MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />February 8, 1978 <br />The public hearing to consider the request of the Bald Eagle Sportsman's Association <br />for a Special Use Permit was called to order by Chairman Ehret at 7:10 PM. <br />PRESENT: Ehret, Peloquin, Peltier, Greger, and McAllister <br />Dan Koehler, Washington County Planning, was also present. <br />ABSENT: Rosenquist and Gillen <br />The club presented the Commission with a site plan of their plans to curb noise <br />problems for the future. At this point, the club is not financially able to imple— <br />ment the desired goals. <br />Mr. Charles Shubat inquired as towha.t the club is permitted to do under their existing <br />permit. Mr. Ehret stated that the club has never had a Special Use Permit so there <br />is nothing of record stating exactly what was permitted. <br />Mr. William Peters, the club's attorney, arrived at 7:17 PM. <br />Mr. Peters stated that the intended changes, as proposed, would not change the membership <br />status nor the usage. The changes would be for noise reduction only. The changes <br />are based on the ability to negotiate with the National Guard and U.S. Army Corps of <br />Engineers to do the work. They have the equipment and manpower to move the large <br />amounts of dirt as needed. Mr. Peters stated that the club's membership ranges <br />from 175 to 225. <br />Dr. Stephen Chapman,12833 Goodview Avenue, asked what the club's relationship was <br />with the Army Corps of Engineers, and Mr. Peters stated that they have on occasion <br />sought the area for target practice and small arms training. They have also done <br />some project road work on the property. An Environmental Impact Statement was <br />done some time in 1976 in relation to this road project. Chapman asked if the club <br />had cleared any measurements with the Polliition Control Agency on noise control, and <br />Mr. Peters responded "no". Chapman said that they would have to be cleared before <br />any action r. -an be taken by the Planning Commission. He also stated his'objection to <br />the club because of his close proximity. He felt that because of the increase in <br />development in the area, the club no longer fits into the city's plans for the commu— <br />nity. (MIKE GILLEN ARRIVED AT 7:45 PM). <br />Mr. Peters stated that the club is planning on constructing noise bafflers on the rifle <br />range. He also presented possible changes the club has considered to help in its <br />relations with the community. <br />1. No shooting of firearms after 4:00 P. M. on Fridays. <br />2. No use of club facilities prior to noon on Sundays (except for requested exceptions). <br />3. Plant more trees for noise abatement <br />4. Permission from the city before anyone can use the range after dark. <br />Mr. Chapman suggested that the Commission: <br />1. Grant no variance to the Bald Eagle Sportsman Association <br />2. If a variance is to be granted, do not do so until all state and federal noise <br />problems are answered. <br />
