If variance is granted, should be granted for not more than one year. <br />The public hearing for the Bald Eagle Sportsman Association was temporarily adjourned <br />at 7:56 PM. <br />The public hearing to consider the rezoning request of Oneka Hill Farms was called <br />to order by Chairman Ehret at 7:57 PM. <br />PRESENT: Ehret, Peloquin, Peltier, Greger, Gillen, and McAllister <br />ABSENT: Rosenquist <br />Mrs. Shirley Nelson submitted a letter designating her son, Keith Nelson, as her <br />spokesman. They would like to construct a general store in the Withrow area. The <br />land is presently zoned RB, and they would like rezoning to CB. Mr, Harry Olson, <br />an adjoining land owner, had no objection to the store, but was concerned about what <br />might come in there if the business were sold. McAllister read the permitted uses <br />in the zoning, and stated that all others would need a Special Use Permit. It was <br />determined that a CB rezoning would be more advantageous as far setbacks was con— <br />cerned. The public hearing was closed at 8:08 PM. A4J <br />The public hearing for the Bald Eagle Sportsman Association was reopened at 8:09 PM. <br />Mr. Shubat stated that he was concerned with the safety of the children in the area <br />due to the increase in traffic from the club. <br />Mr. Jim Tholen, 5867 148th Street, Hugo, stated that he lives in the city and he <br />has the same traffic problems. <br />Mr. Clifford Axelson, 12317 Goodview Avenue, stated that the proposed change for <br />noise abatement will bring the shooting closer to his house. He feels that the <br />club has accelerated its membership in the last 10 years. Mr. Axelson's biggest <br />problem is with the noise pollution. <br />Carl Schuneman, 5754 130th Street, indicated that 15 years ago he was instrumental <br />in deciding that the club was a rifle range only, and not a shotgun facility. He <br />is against the extension of the club into a shotgun faciltiy. <br />Ann Fashingbauer, 12564 Goodview, asked if there was any restrictions for gun clubs <br />as faras acreage, and Dan Koehler stated that they are only limited by zoning. <br />Mr. Peters offered the following proposals: <br />1. Would like a Special Use Permit to continue use as a gun club. <br />2. Continue planting of trees (approximately 100 per year) <br />3. Cons truction of baffles <br />4. Continued maintenance of fencing and posting of visible signs. <br />5. Limit shooting hours from 8:00 AM to 8:00 PM, CDT, or until dusk, or whichever <br />occurs first. <br />6. No shooting of firearms subsequent to 4:00 PM Friday until the next Saturday <br />morning. <br />7. There would be no use of firearms prior to noon on Sundays (with the exception <br />of 22 Sundays), when shooting would commence at 9:00 AM. <br />8. That no police department, military organization, or other civil organization <br />use the facility without first -contacting the Hugo Police Department, and <br />
