MINUT S OF THE PROCEEDINGS <br />OF TIr-1 <br />HUGO PIuiNP:11JG COI,mIISSIOPi <br />1Iovember 14, 1979 <br />The meeting with Carl Dale was called to order at 6:17 PM. <br />P`'L:SiR'T: Peloquin, Hanson, Lorch, McAllister and Peltier <br />?Houle arrived at 6:30 PM and Greger at 6:55 PM - <br />Mr. Dale reviewed the questionnaire that was submitted to the residents of Hugo. <br />He will prepare a summation of the responses for the next special meeting. Mr. <br />Dale will be contacting the city attorney regarding the court's decision on <br />the Rehbein matter. <br />The Commission again reviewed the proposed development of the business district. <br />Dale felt that it would be a good idea to relocate the fire department to the lot <br />next to the b,%nk. The possibility of an overpass at the intersection of 8A and <br />Highway 61 wras also discussed. <br />Potion made by McAllister, seconded by Peltier, to set a Special Meeting to meet <br />with Carl Dale for December 12, 1979, at 6:00 PM. <br />All aye, Motion Carried. <br />The regular meeting of the Planning Commission was called to order by Chairperson <br />Peltier at 8:16 PM. <br />PRESENT: Peloquin, Hanson, Houle, Greger, Lorch, McAllister and Peltier <br />Motion made by Peloquin, seconded by Peltier, to approve the minutes of October 24, <br />1979, after the following change has been made: <br />Page 2 (Shubat and Prazich) item 1 of motion — Hugo does not need any additional <br />Industrial. land. <br />All aye. Motion Carried. <br />JOHN NORTON — SPECIAL USE PERMIT <br />Mr. Norton has made an application for a Special Use Permit to fill Lot 7, Block 1, <br />R oyalhaven Estates, for a building site. A permit has been obtained from 'lice Creek. <br />The DNR submitted a letter stating that because the fill and grading plan does not. <br />involve working in the d of blic water, no DNR permit is required. <br />I®ter contacted �' , and stated that he opposed the filling of the Clarke <br />property and Mr. Norton's lot is even lower. Mr. Norton stated that he would not be <br />able to comply with the request of Mr.. Kuusisto to provide 4:1 slopes. The slope will <br />be 4:2. The fill would be required to set for one year, and Mr. Norton thought he <br />might compact the fill as he goes along. <br />Motion made by McAllister, seconded by Houle, that the Planning Commission forward <br />the request of Mr. John Norton to fill Lot 7, Block 1, Royalhaven Estates on Sunset <br />Lake to the City Council without recommendation. Let it be noted that the City <br />Council reversed the Planning Commission's recommendation on a similar lot just recently. <br />VOTL?G FOR: Hanson, Houle, McAllister and Lorch <br />VOTING AGAINST: Peloquin, Greger, and Peltier MOTION CARRIED <br />
