MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />October 24, 1979 <br />The public hearing to consider the request of Charles Shubat and George <br />Prazich to rezone property from AG to IND was called to order at 7:31 PM. <br />PRESENT: Hanson, Greger, Lorch, Houle, McAllister and Peltier <br />ABSENT: Peloquin <br />Mr. Shubat stated he would like rezoning of the 38.44 acres presently <br />zoned AG for the purpose of cutting into 5 acre segments for light <br />industrial sites. A road would be required, and Mr. Shubat was aware <br />that a full subdivision would be necessary if the property was rezoned. <br />(PELOQUIN ARRIVED AT 7:37 PM). <br />Jerry Vandelac, 16325 Forest Blvd., questioned if there was a zone for <br />light industrial rather than just Industrial. He felt the value of his <br />land would decrease if a heavy industrial operation was located nearby. <br />The City Code does not address itself to a light industrial zone. <br />Mr. Vandelac felt there would be no regulation as to the type of operation <br />that could go in the industrial zone. McAllister stated that certain <br />types were permitted without a Special Use Permit, but heavy inudstrial <br />was controlled by Special Use Permits. <br />Dick Aplikowski, 1742 Ramsey Road, Arden Hills, stated that he was not <br />against the rezoning as long as a junk yard was not brought in. <br />Jerry Moore, 5120 165th Street, wanted to know if an Industrial zone <br />would increase or decrease surrounding property value, and the Commission <br />did not feel they were qualified to answer the question. <br />Ken Lorch asked of the land would perc enough for a septic system, and <br />Peloquin said that if they were too close together there could be a <br />problem. The back part of the land is exceptionally low. <br />The public hearing was closed at 7:58 PM. <br />The regular meeting was called to order by Chairperson Peltier at 8:05 PM. <br />PRESENT: Peloquin, Lorch, Hanson, Greger, Houle, McAllister and Peltier <br />Motion made by Peloquin, seconded by Houle, to approve the minutes of <br />October 10, 1979, after the following change is made: <br />Page 1 (Brandt) — Farm Site Plans were drawn up for the farm. <br />All aye. Motion Carried. <br />SHUBAT AND PRAZICH — REZONING <br />McAllister again stated that if the property was rezoned, a full sub— <br />division would be required and roads would have to be blacktopped. <br />
