, <br />MINUTES OF THE PROCEEDINGS <br />OF THEP <br />HUGO PLANNING COMMISSION <br />July 25, 1979 <br />The public hearing to consider request of Darrell Tavernier for rezoning <br />from SFE to RB, and Curt Leibel for a Special Use Permit was called <br />to order at 7:37 PM. <br />PRESENT: Peloquin, Hanson, Greger, Houle, McAllister and Peltier <br />Mr. Leibel presented the Commission a perc test for the property to be <br />rezoned and a site plan for the proposed marina operation. <br />Mr. Dave Potter, 4394 129th St, requested that Fir. Leibel elaborate <br />on the operation. Leibel stated that he intended to construct a 60 x <br />100 pole barn to be used for storage with an increase in the number of <br />boats to be rented from 10 to 20. Gas would be sold on the dock, and <br />at the building for his own use. The site plan indicated parking spaces <br />for 16 cars with a possibility of 6 more spaces in the rear. There <br />would be a launch on the lake, but would not be used by the public. <br />The proposed dock has room for 44 boats, and buoys would be placed in <br />the water for rental. Mr. Leibel would also furnish snacks and beverages <br />on the premises. <br />Mrs. Jeanette Farley, 12521 Ethan Avenue, stated that the road could <br />not handle the added traffic, and more boats would be too much for <br />the lake because of the large number boats already there on the weekends. <br />Mr. Kevin Farley concurred with his wife's statements. <br />Mr. Bill Clark felt that fishermen did not use the road on peak hours, <br />and did not feel that Leibel's operation would seriously damage the lake. <br />Myron Johnson, 2134 Park Avenue, said that he had discussed the matter <br />with a number of residents around the lake, and they felt it would <br />be nice to have a place to purchase gas on the lake. He also felt <br />that there would not be that much more traffic on the lake. <br />Mr. Potter said that he approached the city a number of years ago to <br />get No Parking signs in front of his property, with no success. He <br />stated that with the added number of boats, and the limited parking <br />area, he probably�,have to contend with parking problems again. <br />/-,( <br />Bill Hanson stated his concerns regarding off—street parking. The <br />streets would take a beating, and the operation would be catering to <br />people outside of Hugo at the city's expense. <br />Greger stated that 'ze had no objection to V -e boat rental on Br:-ld Eagle <br />Lake, but could agree with spot rezoning — SFE to RB. <br />ilj� <br />The public hearing was closed at 8:15 PM. <br />
