Clark presented a contour map (topo survey, proposed elevations) <br />to the Commission. Y.uusisto had contacted Chairwoman Peltier regarding <br />this matter and stated that after Mr. Clark filled his lot, it would <br />be 5' above the road. The first livable floor has to be 107', and it <br />would be 109' after filling. The only suggestion Kuusisto had was <br />regarding the amount of fill on the land. Maybe a different house <br />plan could be used that would not require as much fill. Hanson ques- <br />tioned whether the land was needed for overflow or wasn't it. Peloquin <br />stated that two years ago the area was full. Mr. Clark stated that <br />two years ago the culvert from the lake was not functioning. After <br />that, the culvert was opened to eliminate this problem. Pebquin <br />e --pressed his concern about the balance of the lots having this same <br />water problem. He thought that Rice Creek determined that these lots <br />were unbuildable. Clark said that he did not purchase land that was <br />not buildable. Rice Creek only refused to issue a permit for a septic <br />system. Kuusisto was unable to submit a written report because con- <br />tour map was not provided until the day of the meeting. <br />Peloquin made motion, seconded. -by McAllister, to recommend denial of <br />the application of Rill Clark for a Special Use Permit to construct a <br />house at 12601 Homestead Drive. <br />VOTING FOR: Peloquin, Hanson, Greger, Houle, McAllister and Peltier <br />Motion Carried. <br />Peloquin stated that he voted for denial for the following reasons: <br />1. Other 5 lots could have same problem and require fill <br />2. Filling would do away with the reservoir <br />3. Septic system would not work in fresh fill <br />Carl Dale concurred with the Planning Commission's recommendation <br />because in the RRII zone it would be creating a substandard lot and <br />not a sound principle for a septic system. <br />TARRY HANSEN - FARM SITE PLAN <br />Mr. Hansen, 14355 Irish Avenue, owns 45 acres in the AG zone. He would <br />like to construct a 36 x 72 pole barn to be used for personal storage. <br />Motion made by McAllister, seconded by Peloquin, to recommend approval <br />of the Farm Site Plan for Larry Hansen, to construct a 36 x 72 pole <br />barn for his personal use, as per submitted Site Plan. <br />All aye. Motion Carried. <br />MID AMERICAN METAL CRAFT - SPECIAL USE PERMIT <br />Tony Larson and Jerry Clemas were present, and stated that they will <br />be constructing a 40 x 40 cement addition to the building at 15657 <br />Forest Boulevard to be used for welding. The addition will also <br />be roughed in with facilities for an additional lavatory. They were <br />informed that a perc test would have to be provided. McAllister <br />
