MINUTES OF THE PROCEEDINGS OF THE HUGO PLANNING COMMISSION April 11, 1979 The public hearing to consider the request of Vern Peloquin for Subdivison was called to order at 7:33 PM; by acting Chairperson Theodora Peltier. PRESENT: Peltier, Greger, McAllister and Hanson ABSENT: Houle and Gillen Mr. Peloquin reviewed his proposed plan for subdivision. The Industrial Park has been in existence for about six years, and the method of selling property is being changed. The City Council mandated that no more lots should be sold by metes and bounds. Peloquin stated that his engineer was to provide the drainage plan for the entire park to the City Engineer, but as of 4/11/79, this was not accomplished. He suggested that the request be approved subject to the drainage being submitted to Kuusisto prior to the next City Council meeting. McAllister stated that he did not think the Commission should forward to the City Council without having seen the drainage plan first. There is a possibility of a business needing authorization to construct in the park before the subdivision is approved. McAllister stated that rather than see Hugo lose the business, he would request that the Council grant a Minor Subdivision, and obtain a written statement that the party would participate in the subdivision after it is approved. McAllister stated that all subdivisions require perc tests for each lot, and this should be no exception. McAllister also felt that a financial guarantee for the blacktopping of the streets would be in order. James Husnik, land owner in the park, was present, and stated that he has taken pert tests at the time of applying for a Building Permit. The public hearing was closed at 7:57 PM. The regular meeting of the Planning Commission was called to order by acting Chairperson Theodora Peltier at 8:04 PM. PF%SEENT: Peloquin, Peltier, Greger, Hanson and McAllister ABSENT: Gillen and Houle Motion made by Peloquin, seconded by Greger, to approve the minutes of March 219 1979, after the following change is made: Page 2 (Forest Lake Comprehensive Plan`#1) — The City of Hugo does not have a trail system planned in or near Cory Swamp All aye. Motion Carried. LEN NOACK — RENEWAL OF JUNKYARD LICENSE Comments were made that the appearance of the area was greatly improved since the new fencing has been installed. Motion made by McAllister, seconded by Hanson, to recommend approval of the Auto Dismantling License for a term of one years (5/3/80)9 subject to all previous restrictions to be enforced as determined in the Special Use Permit. A copy of Mr. Noack's fire map to be forwarded to the Fire Chief. All aye. Motion Carried.
