MINUTES FOR THE CITY COUNCIL MEETING OF FEBRUARY 1. 199 <br />The meeting was called to order by Mayor Stoltzman at '7:(--)() PM. <br />PRESENT: Barnes, BrUnotte, LeroUX, Miron, Stoltzman <br />City Administrator, Bob MUseUS <br />City Clerk, Mary Ann Creager. <br />Miron made motion, Brunotte seconded, to approve the minutes for the <br />regular City Council meeting of January 19, 1993, as submitted. <br />All aye. Motion Carried. <br />Stoltzman made motion, Barnes seconded, to approve the minutes for the <br />special Council meeting of January 26, 1993, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Stoltzman seconded, to approve the claims for February <br />1, 1993-, in the amount of $52,599.87. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (JOE MONNO) <br />On January 27, 199.3, the Planning Commission considered a request by <br />Joseph and Pam Monno for a Special Use Permit to maintain two horses on <br />their property located at the above address. This parcel is zoned RR1, <br />which permits horses as a special use, with one horse for the first five <br />acres and one horse for each additional acre. The property in question is <br />5.3 acres in size. The Monnos' request to maintain two horses on the site <br />was based on evidence they provided to the Planning Commission that two <br />horses have been maintained on this property prior to, and continuously <br />since, February 6, 1975, the date of adoption of the City Zoning <br />Ordinance, and thus they are eligible to the grandfather provisions of <br />state law. The Planning Commission has recommended granting the Special. <br />Use Permit to allow the Monnos to maintain two horses on the property with <br />the condition that the Special Use Permit expires with the sale of the <br />Monno property. <br />LeroUX made motion, Miron seconded, to approve the Special Use Permit. for <br />Joseph and Pam Monno, 5773, Egg Lake Road, to maintain two horses on their <br />property in the RR1 zone. Approval is subject to the following <br />condition: This SUP shall expire upon the sale of the Monno property. <br />All aye. Motion Carried. <br />COST ESTIMATE FOR REPLACEMENT OF CATTLE CROSSINGS <br />Thomas Fast, representing the City's consUltinq enqineerinq firm. provided <br />cost estimates for repair/replacement of two cattle crossings located in <br />the City, which have become safety concerns. Based on Mr. Fasts report, <br />staff recommended replacement of the following: <br />1. Crossing on 132nd Street located 3/4`s of a mile east of Goodview <br />Avenue, with a new corrugated metal pipe structure at an estimated cost of <br />$21, 760.00 . <br />
